PURPOSE
The purpose of this job is to provide efficient and effective support and assist the Store Keeper in his job at the warehouse for, goods receiving, storage, issuing, and inventory. This post holder will ensure and control of the quality of goods, descriptions, quantity, and origin.

KEY RESPONSIBILITIES
To assist the store keeper in the warehouse management to organize the warehouse for goods storage
To assist the store keeper and ensure that the warehouse is well maintain, the good received are well stack by nature, category, program, Donor.
To assist the store keeper when receiving, issuing, dispatching the goods from various sources
To assist in checking the quality and the quantity of goods received
To assist the store keeper in handling and managing all goods in the warehouse
To assist the store keeper during the loading and offloading of goods.
To assist and ensure a fully identification, accessibility, detail and location of goods
To assist the store keeper to avoid; the failure, missing, damage and theft in the warehouse
To monitor the casual when they are working at the warehouse
To assist in the store keeper in the periodical inventory
To report to store keeper before expiry date of goods and any damaged item
To work closely with the store keeper for all the issues at the warehouse
Ensure that you are work to the best of your ability and demonstrate high levels of commitment to DRC in order to ensure the objectives of store management is met.
To perform any other task requested by the store keeper.

REPORTING ARRANGEMENTS
The Assistant Store Keeper is responsible and reports to the Store Keeper Nduta/Mtendeli Camp.

ESSENTAILS
Excellent skills in specifically in stock management
Computer literacy particularly with Microsoft Office, Word, Excel, and Access
Skills in warehousing
A responsible attitude and ability to manage the resources
At least 1 years’ experience in a Food store management
S/he should have at least a diploma or its equivalent in stores management
Must show ability to work in an isolated and challenging environment

Desirable
Background in logistics procedures (Warehouse)
Good writing report skills
Ability to work under pressure
Previous experience of NGO work

Store Keeper

PURPOSE
The purpose of this job is to provide efficient and effective food store management in Nduta/Mtendeli Camps

KEY RESPONSIBILITIES
Responsible of all stock management activities in Nduta/Mtendeli store (receiving, issuing, updating recording all stock movement in the Bin and stock Cards, inventory, producing a weekly stock report,)
To perform the day-to-day stock management activities.
To closely work with the procurement department to get all the incoming goods and organize the proper storage space, casuals and paper work before the goods arrives.
To oversee all the loading and offloading of the trucks.
To ensure that all good issued have a proper documentation such as; stock release form, waybill, good issue voucher update the Bin and stock Cards, warehouse register book, the stock report
To ensure that the stock report is produced and send share with Logistics and Shelter Manager at the end of every month.
To maintain the store in good order, clean and tidy.
To ensure that the stocks are accounted for in the store and report to your line manager any discrepancy or gap.
To comply with DRC stock management procedures.
To keep in good order a correct filling of documents. (Release order, good issue voucher, waybills, etc….)
To provide a weekly and monthly stock movement reports to your line manager
To perform the monthly stock inventory with your line manager
Ensure that you are working to the best of your ability and demonstrate high levels of commitment to DRC in order to ensure the objectives of your role is met

REPORTING ARRANGEMENTS

General Food Distribution Supervisor

DRC is now working in Nduta and Mtendeli refugee camps, with a current combined population of approximately 170,000 on different sectors; Camp Management and Community Services (CCCM), Protection and Shelter/Construction, livelihoods and General Food Distribution & Management of Extended Delivery Point.

PURPOSE
The GFD Centre Supervisor will work with the Program Manager to ensure accurate food logs are received from the warehouse and distributed for PoC as per their entiltilment each month. The GFD Centre Supervisor will be responsible to secure and keep the certified food log from the time it is handed over until distribution is complete.

The GFD CS will be responsible to ensure the correct certified food log is at each FDP (Food Distribution Point) where he/she is assigned

KEY RESPONSIBILITIES
GFD Centre Supervisor will maintain direct line management of Food monitors in the camps in addition to completing timely request for food, disbursement and reports.

The GFD Centre Supervisor has financial and administrative responsibility for the individual food distribution points and is also responsible for the planning and implementation of adequate security precautions for the distribution day.

Specific Duties and Responsibilities
The GFD CS is responsible for the following tasks within the framework of DRC operations in-country:

Project management
Support the Program Manager in planning of distribution activities as per the planned distribution cycles.
Responsible for conducting food distribution on the day of distribution in the assigned food distribution points.
Ensure, correct and proper beneficiary verification in the assigned distribution areas in coordination with the MHA, UNHCR and WFP Office in Kibondo.
Sensitise the communities on distribution allocation/entitlements to each household before the distribution takes place.
Ensure proper markings, fencing and roping of the distribution point on the day of distribution.
Ensure proper security provision including adequate security personnel are in place and in time.
Ensure help desk is in place with adequate information dissemination system, including, complaint register.
Ensure a banner with allocation allowances clearly visible to the beneficiaries is put up in each distribution point during the distribution day.
Manage and assign specific tasks to the Food Monitors per commodity on the distribution day.
Ensure the scooping materials are up to the standard and in line with the allocated entitlement before every distribution is started.
Assist the Program Managers in producing daily distribution reports.
Ensure financial procedures are correctly followed in all activities and submitted to the program Manager /finance department in timely manner as per DRC financial requirements.
Receive Food Log from the PM and deliver it to the Community prior to Distribution so they can check for any mistakes.
Document any errors and report them to UNHCR so they can be corrected prior to distribution day
Ensure a correct and certified food log is received prior to distribution and used at each distribution
Produce a distribution report based off the food log and independent of the waybill.
Attend Post and Pre distribution meetings with the FMC, scoopers and community leaders.
Ensure copies of all distribution documents are properly kept and filed i.e. the food log, coupons, and complaint records.
Together with Food monitors Conduct trainings for scoopers and FMCs on food management
Submit the numbers and names of all no shows to the PM after every GFD in order to track those that continually do not show up
Ensure all necessary arrangements are made for food distribution teams including printing of FRNs, return waybills, reporting forms, beneficiary lists, etc.
Any other tasks assigned by the Program Manager
Follow the General policy guidelines of the DRC/DDG including the code of conduct

Staff development and management
Supervise the Food Monitors
Provide technical and programmatic leadership for the food monitor staff members
Develop staff performance measurement, targets and appraise them based on the set targets.
Conduct daily field visits to support field staffs - mentoring - through technical back stopping
Uphold DRC’s code of conduct and principles of accountability.

Logistics /Finance
Support the GFD PM to monitor financial commitments and expenditures against budgets and provide timely feedback on budget follow ups.
Proactively take lead in ensuring procurements
Plan and coordinate proactively logistics and movements of staff from and to different camps.

REPORTING ARRANGEMENTS
The GFD Centre Supervisor is responsible and reports to the GFD Program Manager in Kibondo

PERSONAL SPECIFICATIONS
A Degree in Social Sciences, Development Studies or any related field.
At least 3-5 years’ experience in a busy organization, preferably in an INGO setting and Food management
Proven experience working with donor funded projects/ programmes e.g. WFP
Good Communication and report writing Skills in English.
A pro-active person who is able to work independently and at the same time a good team player.
Excellent interpersonal skills and ability to work independently with minimum supervision.
Computer literate (proficiency in MS word, excel)
Kirundi language will be considered as an added advantage.

Data Entry Officer

PURPOSE
The General Food Distribution Data entry Officer, under the management and supervision of the GFD Centre Supervisor and in close collaboration with the M&E supervisor, will lead in the data compilation on food delivery, distribution and Returns in Nduta and/or Mtendeli camps.

KEY RESPONSIBILITIES
Ensure that daily, weekly and monthly data on food distribution and no shows are properly collected according to the projects’ M&E plans and data collection systems.
In collaboration with the M&E supervisor and the Program Development and Grants Officer, help creating new templates for data collection or improving existing ones when needed.
Support the M&E Supervisor to conduct exit interviews of beneficiaries to assess the level of satisfaction on site
Provide technical support in database design to the team
Provide data for DRC’s monthly reports and various donor reports, as requested by the Program Manager and/or the Program Development and Grants Officer.
Analyze data for trends and share them with DRC program managers, DRC M&E supervisor and DRC Program Development and Grants Officer.
Make recommendations based on research findings, in collaboration with program staff.
Help assessing whether programs are reaching their targets and inform appropriate program staff when targets are not being met
Any other duties as requested by Supervisor .

REPORTING ARRANGEMENTS
The Data Entry Officer reports to the GFD centre Supervisor Nduta and Mtendeli Camps

ESSENTIALS
Bachelor’s degree in Computer Science, Computer Engineering, Information Technology or related fields

Help Desk Assistant

KEY RESPONSIBILITIES
Attend to DRC general food distribution help desk and to the inter-agency help desk as per Manager’s instructions
Receive refugees with queries for information or support and assist them as appropriate
Receive refugees’ complaints, act on them as appropriate and follow up to ensure they have been addressed
Accurately record complaints/feedback to the Feedback Database using paper-based and computerised systems and procedures
Attend to complaints during and after food distribution and take action accordingly to assist refugees.
Provide excellent customer service to refugee community and agency staff visiting the help desk
Compile and disseminate General Food Distribution information to the beneficiaries.
Participate in training of Food Management Committees and other stakeholders.
Ensure that community notice boards at help desks are in place and information about general food distribution is regularly posted in Kiswahili and Kirundi.
Participate in any assessment and or survey when deemed necessary.

General Food Distribution

PURPOSE
The Food Monitor is responsible for maintaining a direct line management of Distribution Scoopers and Food Management Committee (FMC) in Nduta/Mtendeli Camp, providing overall management and coordination at assigned Food Distribution Point (FDP) in addition to completing timely reports.

KEY RESPONSIBILITIES
Direct line management of assigned Distribution Scoopers and Food Management Committee (FMC) Members, including ongoing direction, support, encouragement and correction.

Compile daily distribution team lists, updating records of Distribution Scoopers supervisors and incentive workers work days and sending regular payment requests to the General Food Centre Supervisor for approval.

Specific Duties and Responsibilities
The Food monitor is responsible for the following tasks within the framework of DRC operations in-country:

Project management
Ensure all activities are implemented all in line with established food management protocol.
Receive one commodity from the GFD CS, ensure proper distribution of entitlement with individual scooping method and report back with number of beneficiaries served and the remaining balance in daily basis during the distribution period.
The FM will verify each indidivual that comes to the FDP by cross checking ration cards with the Food Log. The FM must confirm that every Household comes with a ration card and attestation letter and that somebody from the household is physically present to receive the food.
Conduct all project activities in accordance with the agreed work-plan and project proposal, ensuring food distributions run effectively and efficiently, meeting the required standards of service for targeted beneficiaries
Provide overall management at assigned Food Distribution Point (FDP), coordinating all activities with WFP staff, Local Leaders and Food Management Committee Members.
Troubleshoot all distribution issues at field level, with guidance from General Food Distribution Centre Supervisor.
Complete daily distribution reports, submitting to General Food Distribution Centre Supervisors on a daily basis.
Provide Food Assistance training to Scoopers, FMC Members and other stakeholders, as directed.
Collect and collate daily distribution reports, waybills and other related documents, checking and submitting to the General Food Distribution Centre Supervisors on a daily basis.
Supervise the proper handling and care of distribution equipment.
Help with crowd control and ensure people waiting in line for verification are doing so in an organized manner
Submit the numbers and names of all no shows to the GFD CS after every GFD in order to track those that continually do not show up
Assist the Help Desk Assistant with handling and documenting any complaints.
Any other duties as assigned by the GFD Centre Supervisor
