Job Description

Function:
The Deputy Country Director will provide leadership and oversight of the quality of Heifer’s program and ensure meaningful impact to achieve the goals of the country’s programs and projects. They will ensure compliance with Heifer’s program and project guidelines and standards, including transparency, policy compliance, and accountability at all levels, financial performance, communication with HQ, donors and external constituencies and will coordinate program and project planning to achieve meaningful impact.

RESPONSIBILITIES AND DELIVERABLES
(Including approximate percentage effort)
Country Office Operations (40%)
In conjunction with the Country Director, engender a strong team spirit for Heifer Tanzania by modeling shared leadership and inclusive decision making in day-to-day management. 
Ensure that All project and core staff hiring is done in a timely manner as planned.
Supervise and mentor the HR, Program, Admin and PMLE teams and ensure unity and coherence among all departments for quality performance.
Provide leadership and oversite of project and core staff hiring and on-boarding.
Work in Conjunction with the Senior Operations Manager to coordinate joint planning and financial management of Heifer’s work in Tanzania, effectively and efficiently within scope, budget and time.
Ensure that all levels of Heifer Tanzania adhere to Heifer’s guidelines, standards and policies, including transparency, policy compliance, accountability and communication with HQ.
Work in conjunction with the Africa team at Heifer Headquarters and the Tanzania leadership team to ensure good stewardship of Heifer’s resources by leading and overseeing the procurement process and chairing the procurement committee according to Heifer Procurement Policies/Guidelines.
Provide leadership in the preparation of country program operation and project budgets and the effective utilization of resources.
Actively participate as a member of the Africa Council and in co-mentoring/monitoring including IRAP
Actively participate in financial and program audits.

DELIVERABLES:
Country program PSRP is conducted at least every 6 months. 
All staff receive appropriate and complete on-boarding as planned and completed within three months of hiring. 
All staff have received Cornerstones training as part of their on-boarding plan and completed within the first six months of hiring. 
All Program, PMLE, Admin and HR colleagues are regularly coached and have annual performance evaluations conducted before the annual deadline. 
100% compliance and zero tolerance environment embraced by Heifer Tanzania as shown by annual IRAP and Audit. 
Communication with Heifer Headquarters is completed in a timely manner with all deadlines met. 
Conduct an annual review to ensure that staff decisions for meeting venue, service providers, lodging, etc reflect a commitment to strong stewardship of resources and donor intent. 
Project and Operations expenses reviewed monthly based on planned budget and activities

Country Office Program Management (40%)

Provide leadership to and oversight of Heifer’s program quality and impact in the country to achieve the goals of the country’s programs and projects. 
Provide leadership in ensuring compliance with Heifer and donor program and project guidelines and standards, including transparency, policy compliance, and accountability at all levels, communication with HQ, donors and external constituencies. 
Ensure projects are delivered on time, within budget and in scope. 
Ensure project evaluations are completed in a timely manner. 
Ensure project closeout processes are followed and projects are closed as planned. 
Ensure adoption and timely completion of Heifer Project and Program Management systems (GIM, Living Income, Baseline, Stewardship reporting, donor reporting, project closeout etc).

DELIVERABLES:
Conduct monthly project reviews to monitor project achievement towards goals and spending versus budget. 
Action plans with follow-up and clearly defined responsibilities for projects are created monthly based on identified gaps in the monthly review. 
Lead annual project reviews to create revised implementation and budget plans. 
Ensure that a project communication and reporting calendar and protocol is maintained, followed and updated monthly. 
Project evaluations are completed as planned in each project and documentation is properly maintained. 
Projects are closed as planned with complete supporting documentation with the closing process beginning at least 180 days prior to the scheduled closing of the project.

Donor and Partnership relationship management (10%)
Assist the Country Director and others in networking and building/nurturing linkages with program stakeholders, donors and supporters.
Provide leadership in donor and HQ reporting

DELIVERABLES:
High quality proposals are developed for funding opportunities and submitted on time.
Donor and HQ reporting deadlines are met for both finance and program

May perform other job-related duties as assigned (10%)

Required Skills
Most Critical Proficiencies:
Strong skills in management and motivation of staff.
Knowledge of Tanzania’s employment laws and practices.
Excellent organizational skills, including strong attention to detail.
Basic knowledge of finance controls and systems.
A good understanding of and sensitivity to issues associated with poverty, hunger and the environment, and knowledge of the context in which non-profit organizations operate.
Proficient knowledge of word processing, spreadsheets, presentation tools, electronic mail (Microsoft Office preferred) and Internet.
Ability to lead and work in a team.

Required Experience

Minimum Requirements:
Bachelor’s Degree in business management, plus ten (10) years experience including five (5) years in a senior management position. Other job-related education and/or experience may be substituted for all or part of these requirements.

Preferred Requirements:
Proven experience in leading, managing and motivating a diverse staff.
Proven experience in increasing team spirit and cohesiveness.
Commitment to values-based approaches.
Understanding of personnel management and HR practices.
Commitment to accountability, transparency and communication at all levels.
Strong English and Swahili language skills, both oral and written.
