Job Description
PATH

Center of Digital and Data Excellence (CoDE) Department within PATH
focuses on the health system, our teams work with the creation and/or
improvement of digital health systems/products such as digital health
records, analytical, tools and data, use processes across all health
verticals.
PATH’s CoDE team works directly with national
governments in low and middle-income countries to select, adapt and
scale appropriate Information and Communication Technology (ICT) for
long term use in their country to address health challenges. Our
services span the entire software development lifecycle from supporting
analysis of digital health needs to the deployment and long-term use of
those technologies. The CoDE team coordinates closely with government
ministries of health, the information and communication technology
sector, other global health NGOs and donors to improve the governance,
design, development, acquisition, implementation, and sustainability of
digital health technologies and approaches.
The Technical
Project Manager for CoDE will work with the digital health leadership
and technical teams to support CODE digital health initiatives in
Tanzania and other African countries. The Technical Project Manager will
report to the Director of Data Use Partnership within PATH. The
Technical Project Manager will also work with the Africa Regional
Director of Digital Health and other Project Directors to provide
project management, planning and coordination for the ongoing and new
digital health initiatives within the region.

Responsibilities
- Ensure
the appropriate management of work plans and donor deliverables by
working closely with the technical teams and project directors to
oversee and keep track of implementation of activities and finalization
of deliverables in line with deadlines and appropriate approvals. - Ensure
defined standards, tools, and norms for activity planning, management,
communication, reporting and standard operating procedures are
reinforced and adhered to in the execution of the project. - Support project leadership to engage with government officials and donors in support of the digital health initiatives.
- Coordinate
team meetings, define meeting agendas, strategic direction/questions,
and provide insights into key risks, challenges, and opportunities that
should be presented to project team and/or donor or government. - Effectively
manage, track, and mitigate risk related to the implementation of
project activities by monitoring dependencies across the workplan and
paying particular attention to non-compliance, regulatory standards, and
work with the project administrators to ensure financial management
practices are being adhered to. - Address or escalate (when
needed) challenges related to project execution when there are budgetary
implications, concerns from donor and/or government or when processes
are not being followed. - Work with the technical team to lead
the technical writing of routine project reports to donor and government
and assist technical team members with writing project documents and
editing drafts in an effort ensure the highest-level possible activity
outputs and deliverables. - Support the broader CoDE team with
development of concept notes and technical proposals for new funding
opportunities for both new and existing donors.

Required Experience
- Minimum bachelor’s degree in a related field, preferably masters level.
- At
least 5 years demonstrated experience as a project manager with a track
record of architecting and managing milestone-based projects within
budget and time constraints. - Experience translating complex
technical material related to digital health, health systems, health
data, and health policies, into digestible communications for lay
audiences. Significant analytical writing experience a plus. - Excellent
interpersonal skills, and the ability to develop and maintain effective
working relationships with colleagues and relevant project
stakeholders. - Demonstrated and proactive organizational, prioritization, and workload management skills in a high-pressure environment.
- Excellent
IT skills, including a good understanding and experience of Microsoft
Office Products (Word, PowerPoint, Excel, Outlook, SharePoint).
Knowledge of SharePoint and Smartsheet is a plus. - Excellent oral and written communication skills in English and Kiswahili.
- Experience working remotely with diverse teams of geographically distributed employees with multiple perspectives.
- Willingness and ability to travel domestically and globally up to 40% of the time.
- Must have legal authorization to work in Tanzania.
