ITF GHS PROJECT MANAGER
Position: ITF GHS PROJECT MANAGER
Project: ITF GHS PROJECT
Location: DAR ES SALAAM
Reports to: DIRECTOR OF PROGRAMS
Position Summary:

The
Project Manager will play a critical role in the coordination and
management of this new project of the Global Health Security Agenda
information systems and Laboratory strengthening. S/He will serve in a
team as project leader while guiding technical officers on inputs from
various resources to a team of developers. S/he will coordinate and
oversee leading person in designing plans, workflows and providing
solution to challenges experienced during implementation. He will
coordinate MDH, MOHCDGEC, PORALG and CDC

Duties and Responsibilities:
  • The Project Manager is responsible in Coordinating all project activities and reports from all supported Regions.
  • Coordinates
    and convenes respective ITF GHS Project meetings between MDH and
    MOHCDGEC, PORALG, CDC and other stakeholders in the implementation of
    ITF GHS project.
  • Work with MOHCDGEC, PORALG, R/CHMT to implement
    planned activities, roll out IDSR in selected regions and oversee
    orientation of R/CHMTs
  • Coordinates M&E, Laboratory and HIS components of ITF GHS Project.
  • Prepares and share Implementation/Performance Reports (monthly, Quarterly) with MDH senior Management.
  • Leads and Provides oversight to the Lab officer to achieve planned activities in the lab components
  • Leads
    and Provides oversight to HIS Officer in setting up a functional and
    integrated eIDSR and implementing day to day planned activities.
  • Work
    with the Training unit to Coordinate and Support Orientation/ Training
    of R/CHMT, IDSR Focal Persons in the Project implementation Regions
  • Provides Joint Supportive supervision with MOHCDGEC, R/CHMT
  • Strengthens EBS at National regional and district level
  • Develops EBS SOPs.
  • Work with Finance department to monitor finance and expenditure reports and report in monthly quarterly review meetings.
  • Work closely with the SI directorate to optimize project implementation
  • Work closely with Lab department to achieve efficiencies and desired quality

ITF GHS PROJECT LAB OFFICER

Position: ITF GHS PROJECT LAB OFFICER

Position Summary:

The
ITF GHS laboratory Officer is a highly intellectual individual with
enough experience in overseeing laboratory operations and
administrations from personnel, facility and safety, test procedures,
implementation of quality management system and strategic planning.
He/She will work in collaborations with the MoHCDGEC, National health
laboratory, Donors other Implementing partners and stakeholders at the
national, regional and district level to ensure GHSA laboratory services
are smoothly provided.

Duties and Responsibilities:

  • The Project Lab Officer is responsible in Coordinating all GHSA laboratory project activities and reports from supported regions
  • Provide
    high-quality technical assistance to improve the availability, use, and
    quality of diagnostics and implement quality laboratory systems
    required to facilitate the diagnosis of GHSA diseases
  • Provide
    technical assistance to National Health laboratory and MOHCDGEC for the
    development, implementation and monitoring of biosafety and biosecurity
    activities including training and guidelines development
  • On a
    gap filling basis, work with the procurement unit to source for and or
    deploy quality diagnostic platforms laboratory reagents, consumables,
    sample collection and transportation kits and other supplies for rapid
    timely and accurate lab tests.
  • Work with the National Laboratory
    staff to organize and control lab reagents and supply inventory for the
    supported laboratories.
  • In collaboration with MOHCDGE/PORALG develop relevant SOPs in relation to GHSA laboratory activities
  • Work with courier provide technical assistance to facilitate efficient sample transportation.
  • Liaise
    with Regional and district laboratory coordinators, laboratory managers
    and quality officer sat collection hub to resolve any sample referral
    issues and strategize on system improvement.
  • Work in
    Collaboration with MOHCDGEC, PORALG, National Health Laboratory (NHL),
    CDC and other stakeholders in the implementation of ITF GHS project
    planned Laboratory activities.
  • Work with NHL management to facilitate efficient laboratory operations and testing for the GHSA
  • Support the National Health Laboratory to implement quality assurance programs for the GHSA laboratory activities.
  • Work
    with the NHL and participating regions to coordinate supportive
    supervision/mentorship visits and provision of technical support for
    effective and safe specimen collection, sample management and
    transportation to the testing laboratories
  • Work with the
    participating Regions, District Laboratory Coordinators and HIS officer
    to ensure efficient eIDSR components of ITF GHS Project.
  • Prepare
    and share Implementation/Performance Reports with supervisor and MDH
    senior Management on monthly and quarterly basis and as required
  • Participate
    in the development of workplan and ensure effective execution of the
    GHSA laboratory activities as per the approved workplan and budget and
    ensure the intended goals are met
  • Collaborate with NHL to
    Coordinate and Supports Orientation/ Training of R/CHMT, Focal Persons
    on EBS, POE, in the supported Regions.

Position Summary:
The
M&E Officer is a self-motivated individual who will set and analyze
data and monitor achievements of project targets and goals. He/She will
work in close collaboration with the project team members in receiving
and analyzing laboratory data and monitor performance.

Duties and responsibilities;

  • Provide overall leadership in the statistical analysis of data including data management
  • Provide coordination of project monitoring and reporting activities
  • Build
    capacity of project staff to set a functional groundwork for efficient
    data collection, compilation and timely reporting at site level
  • Ensure completeness and comprehensiveness of project routine reports to respond to stakeholders
  • Perform statistical analysis of data collected from the facilities and assess the progress in achievements of project targets
  • Develop and implement monitoring and evaluation framework of the project including indicator mapping
  • Develop
    and implement SOP for how data for each indicator are to be collected,
    managed, verified and used at each level of the health information
    system
  • Develop and implement a capacity building plan for other technical staff to improve their analysis skills
  • Participate in developing and implementation of data quality assurance mechanisms

Position Summary:
The
District Clinical and SI Manager (DCSIM) will be responsible for
providing overall technical support in program implementation and SI
activities at district and facility site level. She/he will responsible
to the DPM and will work in close collaboration with the relevant
district level health management teams in program implementation.

Duties and Responsibilities.

CLINICAL SERVICES SUPPORT:

  • Under
    the technical supervision of the DPM, the DCSI manager provides the
    strategic information leadership to the supported programs including
    PMTCT, C&T, TBHIV integration, Quality Improvement, Early Infant
    Diagnosis, Laboratory Support, Supply Chain Management and Community
    Linkages in the assigned district.
  • Coordinates, manages and builds capacity of district CHMTs in program management including monitoring and evaluation.
  • The
    DCSI manager will act as the focal person for strategic information
    focusing on clinical services including TB/HIV integration, care and
    treatment, PMTCT and EID and pediatric care and treatment and assures
    that related activities are implemented as per MDH and district work
    plan;
  • DCSI manager shall support the District Project Manager
    for the timely development of efficient work plans for the districts and
    the monitoring of the progress of planned targets, budgets and
    activities to ensure they are accomplished in effective, economic and
    efficient manner.
  • Responsible for the effective planning and
    documentation of the communication and support provided to respective
    district, including but not limited to supportive supervision and
    mentorship
  • Work with existing and potential implementing partners in PMTCT, HIV/AIDS Care and Treatment services
  • Work
    with senior leaders, managers and grants team in developing and
    reviewing district sub-grantees’ proposals on target setting, financial
    budget management and adequate allocation of resources;

STRATEGIC INFORMATION SUPPORT:

  • Strongly
    related to assuring the technical performance, under the supervision of
    District Project Manager, the DCSI manager shall work closely with
    M&E and strategic information department in assuring data capturing,
    recording, storage, usage, data quality and reporting quality and in
    using M&E for effective program management
  • Responsible in
    coordinating program monitoring and reporting activities for Care
    &Treatment, TB/HIV, Prevention, Community linkage and PMTCT programs
    by districts at site level
  • Provide technical assistance in
    strengthening the national and district M&E system for both care and
    treatment, TB/HIV, Community based care and PMTCT
  • Build
    capacity of site staff and district clinical monitors to set a
    functional groundwork for efficient data collection, compilation, use
    and timely reporting at site and district level
  • Support the
    implementation of the SOP for how data for each indicator are to be
    collected, managed, verified and used at each level of the health
    information system.
  • Coordinate district and site level reporting activities during reporting period.
  • Perform
    a final review and verification of the quality and completeness of the
    quantitative monthly, quarterly, semi-annual and annual reports from
    respective district and sites.
  • Facilitate utilization of reports at site level and district level for program planning, management, monitoring and evaluation
  • In
    collaboration with the strategic information department, participate in
    periodic data quality assessment activities to track progress in data
    management at individual sites.
  • Conduct secondary analysis of data and writing conference abstracts and manuscripts for publication.
  • Liaising with the Evaluation and Research Manager in identifying areas for operational research.
  • Performing any other work related duty assigned by supervisor.


Requirements: Education, Work experience and Skills

  • Medical Doctor degree with current Medical Council of Tanzania registration
  • Master of Public Health or Epidemiology or its equivalent.
  • Three or more years of experience working in HIV/AIDS care and treatment programs
  • Experience working with CHMT
  • Experience in M & E and Data Management
  • Experience in data collection tools and data quality methodologies
  • Leadership skills to plan, coordinate, organize, interact and deliver best results to achieve targets

VMMC QUALITY IMPROVEMENT ADVISOR (VMMCQIO)

Reports to: DEPUTY DIRECTOR OF PROGRAMS TS/VMMC SENIOR MANAGER
Position Summary:
The
VMMC Quality Improvement MANAGER (VMMC- QIM) is MDH’s overall technical
lead in all matters pertaining to VMMC Continuous Quality Improvement
(CQI) programs and services. She/ He provides technical leadership and
oversight of CQI – including capacity building of health care providers
(HCPs) on CQI design, integration, monitoring and evaluation of CQI
initiatives on key program priorities, as well as documenting and
disseminating program best practices and lessons learned- in
collaboration with other program and government staff at the region,
relevant ministries and MDH HQ.

Duties and Responsibilities.

  • To
    lead and oversee planning, implementation, M&E and reporting of CQI
    initiatives, under the Afya Kwanza project – VMMC services, and other
    relevant activities in respective implementation region
  • To lead
    implementation of VMMC CQI and PHE initiatives to address key program,
    donor and national priorities, including demand creation, service
    delivery and outreach campaigns, client follow-up, adverse event (AE)
    monitoring, VMMC-HIV integration and linkages and others in line with
    national guidelines
  • To provide TA to the R/DMOs, R/DACCs other
    CHMTs, QI teams and HFs in planning, implementation, M&E and
    reporting of VMMC CQI initiatives
  • To lead preparations and
    coordination of technical site visits by the central government EQA,
    PEPFAR agencies, and other donor institutions to assess quality of MDH’s
    VMMC services, including PEPFAR’s Site Improvement through Monitoring
    Systems (SIMS), and required subsequent remedial actions.
  • To
    conduct needs assessment on CQI interventions in VMMC and organize
    efforts to address them, incl. capacity building and health system
    strengthening, in collaboration with RPMs, R/DACCs and other CHMTs
  • Routinely track, document and facilitate timely reporting of VMMC adverse events per national guidelines
  • To
    ensure timely collection, accuracy and submission of VMMC and related
    CQI data – including supervising and overseeing VMMC data officers’
    daily tasks i.e. data collection and collation – as well as support
    strengthening of the related M&E systems in collaboration with the
    M&E team
  • Perform VMMC data quality assessment in collaboration with VMMC data officers
  • Lead
    efforts to robustly analyse and utilize results of CQI initiatives to
    inform plans, priorities and resource allocation and write reports, best
    practices and lessons learned for wider dissemination
  • To lead
    efforts in documenting, analysis, reporting and wider dissemination of
    CQI initiatives through writing best practices, lessons learned,
    abstracts, posters manuscripts, and policy briefs.
  • To implement
    robust capacity building programs on CQI implementation capitalizing on
    supportive supervision, mentorship and on-job training in line with
    national guidelines
  • To supervise program staff under her/him in her/his respective region
  • To
    actively participate in writing technical program documents including
    project proposals, work-plans, reports and other relevant documents, as
    required by the RPM.
  • To support and advise his/her advisor, the
    VMMC Manager, VMMC Officers and RPMs on all CQI issues and perform other
    relevant duties as assigned
