UNICEF
Tanzania through the support of the Government of the Republic of Korea
through KOICA is implementing a 4-year (July 2019-June 2023) project
for “improved maternal and newborn health care through strengthening of
blood transfusion and comprehensive emergency obstetric and newborn care
(CEmONC) services in 4 councils of Dodoma region (Bahi, Chamwino,
Chemba and Dodoma City). The proposed four years project is building on
UNICEF and KOICA continual support and strong commitment to the
Government of Tanzania in improving maternal and newborn health and
survival. As a major component of this project, UNICEF is constructing
some five to six buildings in each of the three CEmONC sites..
Duties and Responsibilities
The
contractor shall assist in the provision of daily supervision of
construction works at the three sites . He/she shall liaise regularly
with relevant UNICEF staff and government counterparts to ensure smooth
support for the project/s and shall be accountable for the following
tasks and responsibilities:
- Supervise the work in accordance with the contract documents and the procedures established by UNICEF.
- Supervise the work in accordance with the technical specifications, bills of quantities and drawings.
- Implementation of the work according to technical specifications, drawings, workmanship and quality of materials.
- Review
and advice UNICEF Construction Specialist the materials,
documentation, method statements, health and safety documentation, etc.
submitted by contractors. - Provide an assessment of any variation to Construction Specialist for approval by the competent authority in UNICEF.
- Check completed work before they are covered by the contractor, taking photos and measuring/sketching.
- Ensure the site is kept clean and tidy and all safety measures are considered.
- Ensure
that health & safety measures are adopted and followed to the full
extent and with no deviation and if needed instruct additional safety
measures. - Take daily pictures and collating these in digital
formats for the contract records and duly maintain an electronic library
of photos of the progress of the works. - Check and verify quantities of work done and provide a report to UNICEF Construction Specialist for each payment certificate.
- Report
on the quantities of work prepared by the contractor – review each
payments certificate of the contractors and assist in the verification
of the quantities to the UNICEF Construction Specialist. - Collate all documentations for the payment requests for each statement (interim / final).
- Monitor the work plans and inform the UNICEF Construction Specialist for any deviation.
- Assist in the preparation of inspection for the substantial completion and snag list.
- Maintain
a filing system for all site memos and instructions, measured
quantities of work and materials on site, reports and other documents
and correspondence pertaining to the construction activities. - Collate
the quality and operational documents in digital formats for the
contract records and maintain an electronic library of the progress of
the works. - Assist in the preparation of the completion event and technical site visit.
- Organize
weekly and monthly site/office meetings and take minutes of meetings to
be shared to the UNICEF Construction Specialist. - Ensure that the daily records are kept on the site workbook; sign on the site workbook.
- Inform the UNICE Construction Specialist of any problem which may arise with the Contractor.
- The
site engineer may be assigned with other works like assessment of
existing buildings/structures at the three CEmONC sites and the
preparation of drawings & bill of quantities for renovations works. - Carry out any other tasks related to the works and the project given by the UNICEF Construction Specialist.

DELIVERABLES AND REPORTING REQUIREMENTS
The
deliverables and reporting for this assignment will be on a monthly
basis. The Site Engineer will visit each of the sites once a week
meaning at least 4 visits to a site in one month. He/she will submit
weekly site visit and progress report to the Construction Specialist in
an agreed reporting format and a monthly progress report also in an
agreed format. The Site Engineer will also coordinate with the
respective District Council Engineers for the monthly progress
inspection visit and ensure to take their endorsement for the completed
works.The Site Engineer will be required to submit the deliverables
table every month to the Construction Specialist for certifying his
monthly payment.

MANAGEMENT AND SUPERVISION
- Copies of relevant construction documents will be provided to the Site Engineer .
- All necessary reporting formats will be provided .
- Guidance on how to prepare the weekly and monthly reports will be given and the overall work will be explained.
- The
Site Supervisor will coordinate with the respective District Council
Engineers and District Medical Officers during the project
implementation.

To qualify as an advocate for every child you will have….
- A
first degree in B.Sc./B.E/B.Tech degree in civil engineering, minimum
of five years of relevant professional experience ( three in supervision
and one of site supervision on health-related buildings). - Valid registration/membership with the relevant technical/professional association;
- Competency in computer and proven experience in designs is an asset.
- Ability to travel to the project sites
- Previous experience working with the UN and Government an advantage
- Fluency in English is required and knowledge of a local language is an asset.
