Project Overview

ACHIEVE
is a five-year, USAID-funded global cooperative agreement with the dual
objectives of attaining and sustaining HIV epidemic control among
at-risk and hard to reach pregnant and breastfeeding (PBF) women,
infants, children, and youth, as well as to mitigate the impact of HIV/
AIDS and prevent HIV transmission among these populations; and
supporting the transition of prime funding and implementation to capable
local partners in order to meet the PEPFAR goal of 70 of funding to
local partners.

ACHIEVE has been funded by USAID in Tanzania to
implement a four-year activity which aims (1) to improve national- and
community-level social welfare systems in order to sustain support for
orphans and vulnerable children (OVC) and families affected by HIV; (2)
to deliver high-quality services to OVC in assigned regions; and (3) to
strengthen the capacity of local organizations to deliver OVC services.
ACHIEVE will begin activities in Tanzania in October 2020.

Position Summary
The
Social Welfare Workforce Coach, reporting to the Social Welfare
Workforce Advisor, and located in Dodoma or other priority region in
Tanzania, will support the project’s efforts to ensure a skilled social
services workforce and active, capable community structures for
delivering health and HIV, social, and protection services for most
vulnerable children and families.

Key responsibilities
The key duties and responsibilities for the Social Welfare Workforce Coach are to

Provide technical support in social welfare workforce planning and
capacity development, including the provision of technical assistance,
training, coaching, and mentoring at national, regional, and council
levels.
– Directly support social service supervision for MVC
service delivery through coaching and mentoring of government social
welfare officers and social services cadres.
– Support with the
project’s technical assistance to PO-RALG, MoHCDGEC/DSW, and other
project stakeholders to plan and implement activities related to social
services workforce strengthening.
– Participate in the project’s
technical assistance to PO-RALG to strengthen the social welfare
supervision system, by supporting the development and implementation of a
Supervision Framework and related tools, guidelines, and other
resources.
– Provide technical assistance to MoHCDGEC/DSW and PO-RALG
related to the transition of CCWs into the community-based health
program (CBHP), in line with the government’s National Community Based
Healthcare Policy and the CBHP operational guide.
– Support the
development and implementation of an approach for advocacy related to
the social welfare workforce, including leading the engagement of
professional associations, education institutions, and government
entities.
– Identify and pursue opportunities for strengthening the
coordination and capacities of community structures (MACs, VAWC-PCs,
PLHIV clusters) at council, ward, and village levels through improved
supervision, clarification of roles and responsibilities, and advocacy
for budget support.
– Any other duties as assigned.

Basic Requirements
-Degree
in human resources management, public health, public administration,
social welfare, business administration, or a related field.

Minimum of 5 years of experience working in the social welfare/social
services sector in Tanzania, including prior experience with supervision
of social welfare cadres.
– Prior experience working in programming
targeting vulnerable children and their families, with preference for
USAID/PEPFAR-funded OVC programming.
– Demonstrated experience
designing and implementing social welfare system strengthening
interventions in the HR field such as HR needs assessment; development
of regulatory frameworks, strategic and operational plans, technical
guidelines, tools, training materials, including e- learning materials;
training, mentoring, or other capacity development activities; advocacy;
stakeholder coordination; monitoring and evaluation; sustainability
frameworks; and/or quality assurance of services.
– Understanding of the Tanzania Health Sector HIV/AIDS epidemic response strategies.
– Experience strengthening the capacity of Tanzania GOT counterparts.
– Strong skills, experience, and commitment to coaching and mentoring to improve performance.
-Strong written and oral communication, facilitation, and interpersonal skills. Fluency in English and Swahili.
