Tanzania Social Action Fund TASAF is currently implementing Productive
Social Safety Net Program which aims at protecting the vulnerable poor
households from severest consequences of poverty by implementing interventions
that will lead to increased household incomes and opportunities while
increasing consumption.
The TASAF Executive Director is inviting applications from suitably qualified
Tanzanian nationals to fill the below vacant posts:
Title: Internal Audit Manager IAM
Appointing Authority: National Steering Committee
Reporting Relationship: Reports to the Director of Internal Audit
Staff under Her/His Supervision: Internal Auditors based at TMU
BASIC FUNCTIONS:
To assist the Director of Internal Audit to manage the internal audit
functions of the Project as specified in the Financing Agreement and
Operational Manual.
PRINCIPAL DUTIES AND RESPONSIBILITIES:
She/He shall:
a Review PAA audit reports to identify activities to be included in the audit
plan.
b Prepare a comprehensive programme for quarterly and annual Internal Audit.
c Facilitate orientation and training to Project Area Authority Internal
Auditors on internal audit issues.
d Ensure that Internal Audit resources are sufficient, and effectively
deployed to achieve the approved plan.
e Develop an audit program with specific audit steps which addresses risk
areas which need the priorities of Internal Audit activities consistent with
TASAF goals.
f Supervise internal auditors at TMU.
g Review and approve the purpose, scope and audit approach of each audit
assignment.
h Ensure smooth operation of the Computer Assisted Audit Techniques Software
CAATs;
i Review and submit to the Director of Internal Audit internal audit reports.

j Prepare monthly, quarterly and annual progress reports of internal audit
function.
k Follow up implementation of audit recommendations.
l Assess and compile capacity building requirements of the internal auditors
at all levels.
m Conduct performance appraisals of Internal Auditors using agreed upon
performance indicators.
n Be a member of the TASAF management.
o Perform any other official duties as may be assigned by the Director of
Internal Audit.
QUALIFICATIONS:
a Holder of Master’s Degree in Finance, Accounting and Finance, Business
Administration or any other related field from recognized university.
b Must possess internationally recognized accounting professional
qualification such as CPA T, ACCA, CIMA, CISA or other related profession.
c Must be registered with the National Board of Accountants and Auditors
NBAA in the category of Associate Certified Public Accountant ACPA or
Fellow Certified Public Accountant FCPA.
d At least ten 10 years experience in relevant field in Public and / or
Private Sectors of which seven years must be at managerial position.
e Must have a working knowledge of computerized Accounting and Audit systems.
f Must have a thorough knowledge and understanding of and experience with
donor funded project.
g High level of communication and interpersonal skills and ability to work
with people at all levels. .
h Ability to supervise, train and coach staff in relevant skills.
i Self motivated with integrity and high level of confidentiality.
KEY PERFORMANCE MEASURES:
a Reports on financial and management audits performed during the year.
b Timely submission of quarterly and annual reports.
c Actions taken on issues identified and reported by the Internal Auditors.
d Number of internal audits supervised in a year.
e Availability of audit program for various audit assignment.
Duration of Contract: Terms of Contract is 3 years.
