Administrative Officer – Temporary Position – Tanzania
Reporting To: Director of HR and Operations
Proposed Level of Effort: 5 months
Start Date: March 1, 2018
Anticipated End Date: July 31, 2018

Background:
IESC – the International Executive Service Corps – is a U.S. based not-for-profit with a focus on supporting private enterprise in developing countries. We have worked in partnership with local people in 130 countries - mainly with the generous support of USAID - designing, implementing, managing, and evaluating a wide range of market driven solutions along the entire value chain of a company or industry.

IESC is seeking a temporary Administrative Officer for the USAID-funded Feed the Future Tanzania Enabling Growth through Investment and Enterprise Program (ENGINE), which will strengthen access to finance, business enabling environment, and local business service providers in Tanzania. This position will be based in Dar es Salaam. This position will report directly to the Director of Human Resources and Operations and will play an integral role in the day to day operations of the program.

Program Description:
ENGINE provides technical assistance to the small and medium size enterprise (SME) market, increase the capacity of local government authorities, energize business development services (BDS) to help enterprises reach full potential, and encourage the uptake of new investment and financial products, with an emphasis being placed on women and youth, areas of the SMEs market that are lacking in number. There are three components of ENGINE, each component working towards the goal of opening up private sector investment.

Duties and Responsibilities:
• Consolidate all Procurement supporting documents from Regional Staff (Iringa, Mbeya, Morogoro and Zanzibar);
• Responsible for all Chief of Parties Travel Requests, Advances and Expense reports and any other business done by the PA;
• In collaboration with HR & Ops Director organize and facilitate meetings, conference, trainings and other office events;
• Petty cash fund management and issuance of cash count certificate;
• Prepare vendor's setup forms and facilitate the procurement with the support of HR and Operations Director;
• Receive and Process all payment invoices to Finance department;
• Facilitate the settlement of office utility bills on time;
• Follow and ensure that program policies and procedures are being followed by program operations and technical staff;
• Report vehicle accidents and assist in rescue operations. Responsible for follow-up on incident reports to ensure proper and complete documentation is acquired and appropriate actions initiative;
• Receive and dispatch all materials and goods secured by IESC;
• In collaboration with Operations Director assist with the engagement of local vendors for goods and services.

Qualifications:
• Bachelor’s degree in social sciences, economics, or related field required;
• Minimum three years of experience in administrative support roles on USAID-funded projects;
• Familiarity and experience with international development principles and practices;
• USAID or other donor experience preferred;
• Experience working in Tanzania required and local hire required;
• Fluency in English and Swahili required.
