PROJECT ACCOUNTANT & PROJECT MANAGER - OCODE,
OCODE – Organization for Community Development, established in 1999, registered in 2003, complied with NGO Act of 2002 in 2011, is looking for a committed and highly motivated Tanzanian for a position of a Project Accountant for an Education Project being implemented in 8 public primary schools in Temeke and Kinondoni Municipalities in Dar es Salaam. The project aims to contribute towards a child centred gender sensitive and universal quality pre and primary education in Tanzania.
OCODE is looking for dynamic, motivated, experienced and exceptional Tanzanian professional with a minimum of Bachelor’s Degree in social science or any relevant related education and at least 5 years’ experience in managing development projects in non and not for profit organizations. The candidate should have strong management skills in all aspects (project, human resource and financial management). He/She should have excellent interpersonal and people management skills and uphold values of professionalism such as integrity, transparency and accountability. He/She should be proficient with computer programs. He/She should have good command of both English and Swahili languages with ability to write internationally acceptable reports and proposals
Contract Period is 8 months with potential for renewal
1. Project Accountant
Main responsibilities:
• Maintain adequate, accurate and up-to-date books of accounts
• Prepare payment vouchers and ensure availability of all necessary supporting documents
• Carry out timely posting of financial transactions
• Prepare financial reports to the management and partner organization reports in the required intervals
• Participate in the development of organization budgets and support project staff in the preparation of operational budgets and issues of financial management
• Prepare monthly bank reconciliations and ensure that they are filed properly.
• Prepare monthly pay roll summaries
• Prepare fund requests to partner organization and respond to partner queries, if any
• Update of fixed asset register at required intervals and ensure timely payment of statutory and contractual dues.
• Ensure that all payments made are in line with the respective budgets organization policy and procedures.
• Procure project necessities
• Inform project management of Tanzanian tax laws and regulations which are relevant to the organization that need to be adhered to.
• Prepare for annual audit
Contract Period is 8 months with potential for renewal
Competencies:
• The applicant must be confident with multi-donor accounting and able to work under pressure and meet tight deadlines. S/he is a good communicator and able to work with others in a team environment. S/he must be keen to work in an environment of shared learning and innovation and participate in team building activities beyond his/her accounts responsibilities.
Person qualities
• Degree in Accounting or equivalent qualification and a minimum of 3 years relevant working experience.
• Previous experience with an NGO is an added advantage.
• Proficiency in at least one accounting package.
• Highly computer literate

Main responsibilities
The Project Manager will be responsible for:
• Overall management, coordination, and implementation of the Project in line with approved project proposal, budget and within agreed time frames.
• overall management of project staff and ensure they effectively discharge their responsibilities
• Maintaining effective relationship with implementing partners and collaborators, government Departments, local leaders, communities and other project stakeholders to ensure the project runs smoothly.
• Reviewing project budget needs in line with agreed project plans in collaboration with the Director of Programs, Finance Officer to ensure all project expenditures are in line with project budget and partner organization requirements.
• Ensuring resources are used in appropriate and efficient way.
• monitoring and evaluating project activities as per work plans, and ensure compliance with project design and adherence to the schedules
• Timely preparation and submission of quality periodic project progress reports.
• contributing in resource mobilization
• representing OCODE in all relevant forums
