Contract period: 9 months from October 2017 – June 2018

Management and Development for Health (MDH) is a not for profit organization in Tanzania contributing to address public health priorities. MDH works with the Ministry of Health, Community Development, Gender, Elderly and Children; as well as academic and nonacademic institutions to address the problems of tuberculosis, malaria, HIV/AIDS, nutrition, maternal and child health and to undertake initiatives to advance public health research, education, and services for improving the lives of people. MDH seeks to recruit Senior Monitoring and Evaluation Officer, a project funded by RCOG.

Job purpose:
The Senior M&E Officer will report to the program manager and will be responsible for all data collection activities, including leading a team of data collectors that capture programme impact data from health facilities, and leading the preliminary analysis of M&E data.

Duties and Responsibilities
 Work closely with RCOG M&E Adviser to implement the M&E data collection system, including continuous quality control of the existing data collection processes, management of the trainee database, and providing leadership to a team of data collectors and research assistants based at health facilities.

 Collate M&E data on a monthly basis and conduct quantitative analyses in order to complete M&E reporting templates, and identify areas for improvement.

 Support the Programme Manager to compile quarterly and annual reports to RCOG, including lessons learned and summary data analysis to show progress towards logframe indicators.

 Coordinate the implementation of endline data collection activities, including support to an external evaluation research team.

 Oversee the work of the team of data collectors and research assistants, and conduct regular feedback and review processes on qualitative and quantitative data.

 Undertake regular site visits to the pilot health facilities in Moshi and Dar es Salaam to conduct quality checks and confirm data capture processes.

 Support the programme team, health facility management, and healthcare providers to regularly use the data and analysis for improving programme results, through targeted evidence dissemination activities.

 Be the main point of contact for ethical approvals, peer reviews, research and evaluation.

 Undertake any other duties commensurate with the main objectives of the role as assigned from time to time by the Programme Manager and RCOG team Work experience, education and professional requirements:

 Relevant post graduate qualification e.g. Public Health, Epidemiology, Development Studies, M&E.

 Knowledge of midwifery, obstetrics, gynaecology, family planning, or other women’s health services highly desirable.

 3 to 5 years’ experience in project/programme M&E in the public health sector, ideally working within women’s health.

 Experience in designing and implementing tools and strategies for data collection in a health facility research setting.

 Experience in providing quality control to large datasets and conducting quantitative analysis and presenting results graphically.

 Experience in working with international NGOs or similar institutions.

 Experience in working independently, and leading a team of data collectors.

 Excellent written and verbal English and Kiswahili language skills

 Very good computer literacy in Word, Excel, Access and ability to learn additional software required for the programme.

 High level of attention to detail, flexibility and desire to be challenged.
