The approach to implementation will be primarily working with partners and allies. Oxfam in Tanzania operates out of three office base(s) (Mwanza; Arusha and Dar es Salaam). The Burundian Refugee response also necessitated field offices in Kibondo and Kasulu.

To achieve this, OXFAM in Tanzania seeks to recruit suitable qualified Candidate to fill in the following position; Finance & Compliance Coordinator.

Job Purpose

The Finance & Compliance Coordinator will be responsible for ensuring contractual compliance for the different donors by ensuring that the programme staff and partners have sufficient financial capacity/skills to deliver against contractual commitments.

The Finance & Compliance Coordinator, supported by the Programme Finance Manager, will lead on partner financial audits and also contribute to the fulfilment of an internal financial quality assurance role.

The role requires familiarity with or ability to quickly grasp compliance requirements of the different donors for the programme as well as knowledge and experience of basic local partnership management principles including, partner systems assessment & reviews, compliance capacity building and support in reporting. The role requires a strong team player, who is able to work well within and across teams.

Roles & Responsibilities

The Donor Compliance Coordinator will be responsible for ensuring effective use of Oxfam and partners internal systems and processes for donor contractual compliance. Key responsibilities include:

Ensure that documents supporting procurements and payments conform to donor requirements and follow Oxfam’s policies and processes on the same.Work cohesively with the Finance manager and the Finance officer to ensure all payments are processed in a timely manner and meet all required benchmarks (Donor & Internal).Lead/support delivery of training for staff and partners on donor compliance issues in coordination with key focal staff at national or Oxford levelUndertake assessments partner financial capacity and provide  specific technical support and training to partners to improve financial management systems and processesWork closely with Finance and Logistics Managers to identify and mitigate potential finance and programme  risks , including  providing timely advise on donor  communications  where needed Undertake partner financial reviews and coordinate reporting and management of responsesProvide back-up capacity in the finance team, providing leave cover for the Finance Manager as and when requiredWork in close coordination with the MEAL team, to support partners in developing, implementation and monitoring of systems, processes and tools thus ensuring quality and consistency in MEAL and in programme reportingWork in close collaboration with different programme sectors and partners to ensure  full compliance with Oxfam’s programme standards and donor requirements in implementing their programmatic activitiesMaintain a partner information filling system and document partner information like reports, communiqué and all other important partner documents

Skills & Compentecies

Essential

At least 2 years of accounting experience, budget development and financial management skillsExperience of, or demonstrable understanding of, donor contract management and compliance, in particular around contracts, budgets and reporting;Experience of working with financial data, strong numeracy and financial skills – particularly in working with different currencies and exchange rates;Experience and / or understanding of working with institutional donors and contracts, and donor contract management;Experience of capacity building in relation to programme funding or related fieldExcellent written and verbal communication skills in English;Attention to detail and ability to see beyond system problems and initiate solutions;Good interpersonal and communications skills, often with people at a distance;Ability to work well with diverse teams, and under pressure, often managing multiple requests and liasing with staff at different levels;

Desirable

Knowledge and awareness of Oxfam’s strategic objectives and international operations and an understanding of the implications of this on donor compliance issues;Understanding and experience of using and managing internal Oxfam systems and processes (including Experience of using PeopleSoft)Experience of using distance (online) learning tools and platforms;
