Trade Officer - Internal Trade Information

Job Purpose:

To compile, analyse and disseminate EAC trade data through preparation
of EAC Annual Trade reports plus uploading and managing trade data in
the EAC Trade Help Desk.

    Duties and Responsibilities:

 1. Compile, analyze and disseminate EAC Trade data through coordination
    of the preparation of EAC Annual Trade and Investment Reports to
    feed into the Trade Help Desk;
 2. Analyze trade flows within the region and suggest ways of improving
    trade;
 3. Manage the EAC Trade Help Desk/Trade Portal and upload trade data
    into the system for use by Policy Makers and Researchers;
 4. Train Partner States’ officials on the use of EAC Trade Help Desk
    and uploading of data;
 5. Assist in preparation of the Departmental and Directorate annual budget;
 6. Facilitate and offer technical guidance on areas of Internal Trade
    in meetings including preparation and presentation of reports for
    the  meetings;
 7. Following up on implementation of Council Directives/Decisions and
    prepare progress and annual reports;
 8. Assisting in Resource Mobilization for operationalization of the EAC
    Trade Help Desk;
 9. Helping in the management of the Partner States trade portals and
    harmonizing them with the EAC Trade Help Desk/Portal.
10. Work closely with the other ICT and Information-related departments
    in the Secretariat and Partner States to promote trade for the EAC.
11. Undertake any other related official duties assigned by supervisors
    from time to time.

Qualifications and Experience:

Bachelor’s degree in Statistics, Economics, Law, Business
Administration, International Trade, or related field.
Masters’ Degree and a Specialized training in the field of trade data
analysis will be an added advantage.
Must have 5 years relevant experience in data collection, analysis and
reporting, preparation of Trade reports.

Skills and Competencies:

Possession of quantitative analytical skills, proficiency in the use of
Computers (Information Technology (IT) skills) and ability to provide
clear and objective advice and recommendations; Strong communication

    Job Purpose:

 5. Assist in implementation of  employee induction activities, Staff
    training  and development;
 6. Keep track of  changes in salaries and benefits  and prepare 
    paperwork needed for monthly payroll and maintain records relating
    to staff leave and other benefits including processing of leave,
    home leave passage, education allowances, gratuity, advances,
    overtime for General Staff, etc;
 7. Initiate and enter staff records into the HRMIS (INSPIRO) ;
 8. Produce monthly staffing status reports for the EAC ;

    Qualifications and Experience:

Bachelors Degree in Human Resource Management, Industrial Relations,

    Job Purpose:

 1. Provide leadership in the development of Annual Work Plans (AWP) in
    line with the Programme milestones while demonstrating clear
    linkages between resources, activities, outputs and outcomes.
 2. Lead in the implementation of Programme monitoring, evaluation and
    knowledge management activities thereby ensuring early
    identification of challenges, propose corrective actions and track
    follow-up actions.
 3. Develop monitoring and evaluation frameworks and costed M&E plans
    for new complementary initiatives ensuring effective incorporation
    of the following central themes of the “value for money” model –
    economy, effectiveness, efficiency, capacity alignments and evidence.
 4. Develop monitoring and evaluation systems, tools and indicators to
    support documentation and analysis of data, sharing of lessons and
    good practices and facilitate their institutionalization at regional
    and national levels.
 5. Build capacity of the Programme Staff in monitoring and evaluation
    thereby ensuring effective monitoring, evaluation and reporting at
    all levels. 
 6. Establish and regularly update relevant database such as data based
    on good practices, innovations and experts and ensure they are fully
    operational and utilized.
 7. Coordinate the documentation of best practices regionally and
    effectively share relevant and pertinent programme interventions
    with all technical working groups under the health department.
 8. Support convening of Technical Exchange among Partner States based
    on adequately defined issues and concepts.
 9. Facilitate and undertake field monitoring programmes of regional
    projects and programme sites, for actual verification of the level
    of implementation of EAC’s Development and Corporate strategies;
10. Coordinate the preparation, submission and dissemination of annual,
    quarterly and special Programme reports.
11. Participate in preparing of various written outputs, e.g. draft

    Qualifications and Experience:

Bachelor’s degree in Public Health, development studies, business
administration, management, economics, social health and natural
sciences, public health, or a related field. The Masters degree in the
above fields is an added advantage.
A minimum of five (5) years of progressively responsible professional
experience, and practical experience in the design, planning,
implementation and monitoring and evaluation of health programmes.
Experience in working with regional or international organizations is an
added advantage.

1. Analysis of partnership and collaboration needs of the EIHP;
2. Conduct Partner and Donor mapping to support the establishment and
update of a database of Programme Partners and Donors;

of the annual partnership strategy including:
• Assisting the EIHP’s team with ongoing partnership initiatives

    Job Purpose:

Ensure accuracy of measurements in the region to promote fair trade
practices

    Duties and Responsibilities:

 1. To undertake activities as provided for the functions of the Liaison
    Office of SQMT Department under section 5 of the EAC SQMT Act, 2006;
 2. Coordinate the activities of the Technical Sub Committee on
    Metrology(EAMET) of East African Standards Committee;
 3. Provide logistical support to the EASC in the design and management
    of Community projects for the implementation of metrology
    development programs
 4. Liaise with Partner States  to ensure traceability of measurements 
    in Partner States and the community (measurement inter-comparisons,
    publicizing calibration capabilities in the community);
 5. Coordinate the activities of EAMET among members and with
    Intra-Africa Metrology System (AFRIMET)  and other regional
    metrology organisations, BIPM, OIML and  other regional and
    International legal and scientific metrology bodies (Key
    international comparisons, CMC registration, membership of BIPM,
    OIML, CIPM MRA, accreditation etc);
 6. Liaise with other Directorates and functions of EAC to implement EAC
    legislation related to accuracy of measurements (axle load, safe
    drugs, industrial development etc);
 7. Coordinate the development, review and maintenance of East African
    legislations on Metrology.(follow up on metrology on metrology bill,
    metrology regulations, metrology related standards)
 8. Identify training needs and areas for capacity building in metrology
    and conformity assessment and develop plan for their implementation
    (training, competence building, infrastructure development in terms
    of equipment and labs)
 9. Prepare annual budgets  and work plans for EAMET functions plus the
    Department of Internal Trade and the Trade Directorate;
10. Follow up on implementation of Council decisions, EAMET programs,
    projects  and prepare progress and annual reports;
11. Undertake any other official duties and responsibilities as may be

    Qualifications and Experience:

A Masters Degree in Physics, Engineering, or related fields. Additional
knowledge in project planning will be an added advantage.
Eight (8) years working in Metrology fields of Scientific, Industrial
metrology and legal metrology, international comparisons of
measurements, knowledge of the workings of AFRIMET, OIML BIPM, with
minimum of  3   years at senior level working with a quality Institution
or equivalent.
Experience working with National and International conformity assessment
bodies will be mostly preferred.

  * Good oral and written communication skills and ability to influence
    multi-stakeholder processes;

    Duties and Responsibilities:

 1. Undertake studies on Customs preventive services, investigation and
    enforcement in EAC.
 2. Coordinate the development, monitoring and implementation of the EAC
    Customs enforcement programs;
 3. Coordinate the harmonization of risk assessment framework applicable
    in the Partner States.
 4. Coordinate the development, review of regional guidelines and
    regulations on preventive measures, investigation on counterfeits
    and illicit trade;
 5. Facilitate the Trade Remedies Committee in the implementation of
    anti -dumping, countervailing measures and Rules of origin disputes
    as per the EAC Customs Management Act 2004.
 6. Initiate and identify areas for review in the Customs laws of the
    Community and work closely with CTCs office in the review of the
    respective laws;
 7. Assist in advising and providing legal, technical and administrative
    interpretations of the customs law of EAC to Partner States;
 8. Maintain a database on enforcement in the EAC;
 9. Initiate requirements and coordinate the training of customs
    officers  on compliance and enforcement;
10. Assist in the publication of the EAC gazette;
11. Plan and implement enforcement and investigations operations for
    suppression of customs offences, ability to analyze information and
    data.
12. Any other official duties as may be assigned from time to time.

    Qualifications and Experience:

Master’ degree in Law. Enrolled to Practice Law in any of the Partner States
Must have 8 years relevant experience with three years being at a senior
level preferably in customs related environment.

    Skills and Competencies:

Knowledge of regional integration and trade policy issues in the
Regional Integration. Should have demonstrable knowledge of customs and
trade laws applicable in EAC. Practical skills in enforcement,
investigations and preventive work. Analytical skills, communication

 3. Assist in the development of IT regulations and process manuals and

 4. Support Partner States on matters related to interconnectivity and
    exchange of information;

 6. Coordinate the training and sensitization on IT related matters at
    the regional level;
 7. Design regional customs information systems in line with the
    proposed information Security policy and legal regulation for
    customs interconnectivity;

    Qualifications and Experience:

Masters’ degree in Information Technology, Business Informatics or
equivalent and relevant certification in Information Technology.
At least eight (8) years of experience in the relevant field with three
(3) at management level and sound knowledge of change management and
networking in a complex development context;

Knowledge of regional integration and trade policy issues in the
Regional Integration. Proficiency in computer applications with hands-on

    private sector agencies and government bodies of Partner States in
    the implementation of the Single Customs Territory;

Qualifications and Experience:

Must at least have a Masters in Economics or Law or Business Management
or a related field. Specialized training in competition matters will be

Have a minimum of fifteen (15) years’ experience in either competition
policy and law, or consumer protection, or trade or a related field, ten
(10) years of which must be at a senior level. Must have a high level
management experience and a proven track record of leadership in a
significant area of either competition regulation, or sectoral/ market
regulation, or commercial regulation at national level or regional level
