Tanzania
is implementing the fourth National Multisectoral HIV Framework (NMSF
IV) 2018 – 2023 and the fourth HIV Health Sector Strategic Plan (HSHSP
IV) 2018 – 2022. Both strategies ratify the global 95 – 95 – 95 goals,
aiming to end the AIDS epidemic by 2030. As of December 2020.

In
June 2021, Tanzania Ratified the new Global AIDS Strategy 2021 – 2026
that calls for client centered accelerated HIV/AIDS Response.
Furthermore, the Ministry has revised its health policy and developed
the new Tanzania Health Policy 2020. These tree important guiding
documents bring to the fore new strategic vision and directions that
must be assimilated, henceforth necessitate alignment of all other
strategies to these mother documents. Despite HSHSP IV having two years
of implementation left, these seismic changes in three topmost strategic
guidance call for review and aligning the HSHSP goals, objectives, and
implementation period to the new health policy and HSSP V, the New
Global AIDS Strategy and the revised national health policy. Aligning
HSHSP with HSSP and Global AIDS Strategy goals, objectives, and
implementation time frames will also add benefit on ease of
implementation.

The consultant will work under the technical
leadership and guidance of MoHCDGEC and UNICEF and in consultation with
different technical working groups relating to HIV care and treatment
for programmatic approach and guidance. The process will employ a
consultative approach and involve stakeholders at national and at
regional levels through workshops that will be hosted by the Ministry of
health

How can you make a difference?
Specific Objectives

  • Synthesize
    new health policy, HSSP V and other global strategies to inform HSHSP V
    mission, vision, goals and objectives related to HIV care and treatment
  • Synthesize MTR findings and results from other analyses to benchmark and provide baselines and targets for the new HSHSP V
  • Develop
    clear and concise HSHSP V logical/theoretical framework that
    articulates inputs, processes, outputs, outcomes and impact related to
    HIV care and treatment
  • Developing the national costed HSHSP V
    with time bound national and regional targets and evidence informed
    strategies which are aligned to the HSSP V
  • Develop a two-year HSHSP V costed implementation plan/roadmap

Specific tasks, Methods, and Expected Deliverables

  • Prepare
    Inception report and synthesize MTR findings and results from other
    relevant surveys related to HIV care and treatment (5 days)
  • Review the MTR report and other relevant HIV surveys including UNAIDS annual report to
  • Summary of progress of HSHSP IV
  • To
    support development of HIV care and treatment National strategies to
    inform HSHSP V, goals and objectives and implementable differentiated
    service
  • Desk review of national HIV response guidelines and or policies
  • Desk review of the global and national care and treatment guidelines to identify key recommended approaches for DSDM for care
  • Reports with key goals and objectives of the HIV care and treatment section of the HSHSP
  • Delivery
    models and strategies that are client cantered, affordable and cost
    effective to improve HIV care and treatment access and outcomes among
    adolescents and Children (10 days)
  • The report with key strategic activities by outcomes on HIV care and treatment of HSHSP
  • To
    support development of clear and concise HSHSP V logical/theoretical
    framework that articulates inputs, processes, outputs, outcomes, impact
    benchmark and provide baselines pertaining to HIV care and treatment for
    new HSHSP V care and treatment targets (10 days)
  • Synthesize MTR
    findings and results from other analyses to benchmark and provide
    baselines values and targets for HIV care and treatment of the new HSHSP
    V
  • Consultation with government and other stakeholders to solicit inputs on baseline targets
  • Consultation with government and other stakeholders to solicit inputs to design the logical/theoretical framework
  • A presentation of the monitoring and evaluation framework and matrix including
  • Logical framework
  • Matrix of baseline and targets Indicators
  • Baseline value and targets for each indicator
  • To support development of the 2-year operational plan for HIV care and treatment (5 days)
  • Develop two years operational plan including macro costing of the strategic plan
  • Costing and cost projection of strategies and activities
  • A presentation of the draft costed final 2-year operational plan
  • Support validation of the Care and treatment section of the HSHSP (5 days)
  • Facilitate stakeholder validation meeting of the care and treatment section of the HSHSP
  • Present the draft HIV care and treatment section of the HSHSP-V to ministries and other key stakeholders for validation
  • Validation of two-year operational Plan and final incorporation of stakeholder’s inputs
  • Engage HIV stakeholders, conduct consultations, meetings and presenting different TWGs for endorsement
  • A presentation on the final costed HIV care and treatment section of the HSHSP-V

the HSHSP-V. This involves the dissemination presentation to ministries
and key stakeholders.

PAYMENT SCHEDULE
payments will be made upon
submission and acceptance of the specified deliverables in the table
above under section TASKS, DELIVERABLE AND TIME FRAME. UNICEF reserves
the right to withhold all or portion of payment if performance is
unsatisfactory, if work/output is incomplete, not delivered or for
failure to meet deadlines

SUPERVISION
The Consultant will work under the supervision of HIV&AIDS Specialist.

LOGISTIC AND LOCATION
The
consultant will be based in Dar es Salaam with possible travel to
Dodoma and high HIV burden regions of Southern highlands regions

Medical Evacuation Coverage:
The consultant will be required to submit the proof of medical/Health Insurance with medical evacuation coverage

Selection
Interested
national individual should submit their technical and financial
proposals. The technical evaluation will account for 75% and the
financial will be 25%. Sum of technical and financial application will
be 100%.

To qualify as an advocate for every child you will have…

  • National consultant should have the following experiences
  • A medical background with advanced degree in public health with demonstrated five years’ experience in HIV and AIDS sector.
  • Previously involved in development of HIV care and treatment policy documents at national or international level
  • Practical experience in the formulation and implementation of
    results-oriented HIV projects and programmes at national and
    international level.
  • Previous experience in leading the development of HIV proposals
  • S/He must have at least 10 years’ experience in programme analysis
    including experience in programme evaluation, strategic and/or
    operational planning, and health & community systems
  • Knowledge of the healthcare system of Tanzania or ability to quickly acquire such knowledge is desirable
  • Excellent communication skills with ability to express ideas clearly, logically, and effectively
  • Excellent writing and analytical skills
  • Ability to meet tight deadlines
  • Fluent spoken and written English
  • Computer literacy and ability to use Word Processing and office technology equipment
