Background

The UNDP Tanzania County programme is organized under three pillars namely i) Democratic Governance ii) Inclusive Economic Growth, iii) Environment, Climate Change & Resilience.? Working in teams and collaborating across pillar, UNDP is supporting the Government to ensure the achievement of the Sustainable Development Goals (SDGs) as one of the priorities for all UN members states including Tanzania. Therefore, UNDP Tanzania is determined to ensure substantive progress in achieving the SDGs, and that are mainstreamed in its programming and more so as the SDGs integrator, work with the Government in collaboration with other UN agencies and all key partners to encourage mainstreaming of SDGs in all engagement and business operations. UNDP country office in its future programming foresees four work streams namely, Strategy & Programme; Data, Analytics & Visualization; Financing of SDGs, Innovation and Learning. The existing Programme Team is moving towards adopting a portfolio approach while mainstreaming the SDGs and vividly reflecting the workstreams in the programming.

The environment Pillar is supporting the Government in the implementation of a number of projects at national and subnational levels. To ensure ownership and sustainability of interventions supported through UNDP, a strategy was agreed to use National Implementation Modality (NIM) under government established mechanisms and coordination structures. In this case, Implementing Partners (IPs) receiving resources from UNDP most of the times needs support and a strong technical guidance to be able to perform its financial managements functions effectively. As such, the programme finance staff within UNDP and the Environment pillar in this case is required to assist the various teams through training and providing accounting support to facilitate financial and accounting processes to ensure timely request and reporting on funds disbursed, as well as ensuring speedy delivery on project resources.

The staff member that was providing the above-mentioned support started his retirement recently and a new staff has just joined the team.? These TOR seeks to engage an experienced consultant to provide capacity building and guidance to the new staff in following up all pending accounting and Project finance functions.

Duties and Responsibilities

  • The objective of the assignment is to ensure timely project implementation at pillar level in consultation with implementing partners. The consultant will be the focal point for financial and accounting support to the IPs (MNRT, TFS, MOW, 2nd VPO in Zanzibar e.t.c) for the entire pillar portfolio. This assignment will be an opportunity to strengthen the capacity for financial and accounting management including proparatioons for the forthcoming audit exercise.? Activities to be perfomed include the following:

Audit Preparation

  • Ensure all CDR for FY 2020 are dully signed and available for audit;
  • Ensure all CDR for Q1 & 2 for FY 2021 are dully signed and available for Audit;
  • Any other documentation that may be required from the check list;
  • Support in ensuring reports on implementation of previous Audit Recommendations are in place;
  • Support in ensuring Implementation Reports of Spot Check and Micro Assessment findings are in place;
  • Scheduling of HACT Assurance activites in HACT Website.
  • Financial Monitoring for the IWT Project??and the Other GEF projects
  • Report on issues related to compliance;
  • Advise on the best way of accounting;
  • Ensure project documents – Vouchers, Bank rec , financial statement etc are in place;
  • Any other documentation that may be required from the project.
  • ?Project Closure
  • Complete checklist for the project closure for those project which are up for closure and review any pending queries related to the project closure;
  • Attend any pending issue on those projects lined up for closure.
  • Sorting out project finance files
  • Handover of files, soft copies etc of Environment related Material.
  • Hands on training of the new staff on the following issues:

ATLAS project modules;

  • PIMS+;
  • GEF Timesheet etc;
  • NEX liquidations and advances, NEX Advances certification;
  • project closure procedures;
  • cleaning of NEX ageing advances;
  • preparing budget revisions;
  • multi-year budgeting and onsite reviews process (spot checks etc);
  • information updates in ATLAS;
  • HACT Assurance Activities- Micro Assessments, Programme visits, Spot Checks, Audit;
  • Preparation of HACT Assurance Plan- Env & CC Projects;

Grants certifications.

Institutional Arrangement

The NPSA?will work under the guidance and direct supervision of the Lead, Environment, Climate Change and Resilience Pillar in close collaboration with the PMSU Head.

Required Skills and Experience

Minimum Academic Education Minimum Qualification;

  • Bachelors Degree in Finance, Business Administration, Public Administraiion, Social Economic , Social Sciences.

Minimum years of relevant Work experience;

  • A minimum of 5 years of post-graduate professional experience in project finance related experience preferably in Tanzania including the follo wing;
  • Extensive knowledge of accounting and financial monitoring;
  • A strong background in following up implementation of environment and natural resources projects under NIM and having experience with HACT processes;
  • Substantive knowledge of UNDP/GEF inancial programming and reporting tools including online monitoring of project delivery;
  • Experience in working with and maintaining good relations with government counterparts and programme beneficiaries (e.g. Government, development partners, CSOs and private sector representatives).

Required skills and competencies

  • Experience in working with national government systems;
  • Dynamic and flexible with proven ability to work under pressure;
  • Enjoy working in a demand-driven environment, with ability to respond rapidly and effectively to the needs of many clients;
  • A team player with strong inter-personal skills and the ability to comfortably communicate at all levels;
