Watumishi Housing Company (WHC) is a public entity established in
2013 responsible for the implementation of the Public Servants Housing
Scheme (PSHS) and management of the WHC Real Estate Investment Trust
(WHC-REIT). In order to implement its objectives, WHC would like to

POSITION: PRINCIPAL INTERNAL AUDITOR AND COMPLIANCE OFFICER (1 POST)
Duty Station: WHC Head Office
Reporting to: Reporting functionally to the Board of Directors and administratively to the Chief Executive Officer
Salary Scale: As per WHC Salary Scale
Duties and Functions
- Formulates,
present for the Board’s approval and implement internal audit policies
which are in line with the WHC’s operating environment, - Develop
audit Plan, strategies and programmes so that the overall audit effort
is directed towards those areas, which have the highest exposure to
risk. The assessment of risk must be evaluated at appropriate intervals
and amendments made to annual audit plans, where necessary, - Evaluates and provides reasonable assurance that risk management,
control, and governance systems are functioning as intended and will
enable the WHC’s objectives and goals to be met, - Determine the
soundness, adequacy, effectiveness and application of financial and
other management systems and internal controls, - Evaluates
compliance with the Trust Deed and Offer Document constituting Watumishi
Housing Company Real Estate Trust (WHC-REIT), Capital Markets and
Securities (Collective Investment Scheme) Regulations and any other law, - Ascertain the extent to WHC property, money and resources under the
control of the WHC are accounted for, used and safeguarded from losses
of all kinds, - Assess the relevance, reliability, integrity and adequacy of management and financial information,
- Co-ordinate with other internal and external providers of assurance to
ensure proper coverage and to minimise duplication of effort; - Appraise the economy and efficiency with which resources are employed
(Value for money audit) and the quality of performance in carrying out
assigned responsibilities. - Recommend improvements in procedures and systems to prevent irregularities and fraud.
- Ascertain the extent of compliance with established policies, plans and
procedures and determine whether they are effective in securing their
intended purpose. - Evaluating specific operations and conduct
special consulting activities at the request of the Board or management,
as appropriate. - To undertake any other related duties as may be assigned by the Chief Executive Officer and/or Board of Directors.

Qualifications and experience
The ideal incumbent for this position should have the following qualifications and experience:
- University
Degree/ Advanced Diploma majoring in Accounting or finance from a
recognized higher learning institution; Master’s Degree or Postgraduate
Diploma majoring in Accounting or Finance; Certified Public Accountant,
CPA (T) or ACCA and must be registered with the National Board of
Accountants and Auditors (NBAA) in the category of either Associate
Certified Public Accountants (ACPAs) or Associate Certified Public
Accountant in Public Practice (ACPA-PPs) or Fellow Certified Public
Accountants (FCPAs); Knowledge and Competence in Information and
Communications Technology (ICT) application, and familiarity with one of
the accounting software; - A strong background of International
Financial Reporting Standards (IFRS) and good knowledge of Public Sector
Accounting and Reporting Principles; and not less than eight (8) years’
work experience in relevant fields in a reputable institution(s) out of
which two (2) years should be in Principal Audit position.
POSITION: ICT OFFICER – II 1 Post
Duty Station: WHC Head Office
Reporting to: Senior ICT Officer
Salary Grade: As per WHC Salary Scale
ICT
Officer II is primarily responsible for design and developing software
applications based technical solutions to solve business problems, which
includes coding, software deployment, initial testing, and maintenance
of software application systems.
Specific Duties and Responsibilities:
- Full lifecycle software application development,
- Designing, coding and debugging software applications in various software languages,
- Software analysis, code analysis, requirements analysis, software
review, identification of code metrics, system risk analysis, software
reliability analysis, - Software modelling and simulation,
- Front end graphical user interface design/programming,
- Software testing and quality assurance,
- Performance tuning, improvement, balancing, usability, automation.
- Support, maintain and document software functionality,
- Integrate software with existing systems,
- Evaluate and identify new technologies for implementation,
- Maintain standards compliance,
- Working closely with analysts, designers and staff,
- Producing detailed technical specifications and writing the programming codes,
- Production Support system maintenance,
- Independent handling of work products and managing his/her deliverables,
- Perform any other relevant duties as may be assigned by superiors from time to time.

Academic Qualification and Experience
The ideal incumbent for this position should have the following qualifications and experience:
- Holders
of Bachelor’s Degree in Computer Science, Computer Engineering,
Software Engineering or equivalent degree from a recognized
institution.; - Not less than three (3) years’ work experience in Software Development particularly in Web Based Systems; and
- Have developed at least two Systems which are currently used by any organization (Demo might be required during Interview).
- Technical Competence
- Web based systems development in PHP/MySQL, React Js/ Node Js/ Redux, Javascript, JQuery, CSS,
- Mobile Applications
- Design & Development with Android Studio, Xamarin, Adobe Photoshop/ XD,
- Window Desktop Applications Development in Visual Studio.Net and C#.net and JAVA,
- Google Map API integration,
- Web Services (REST/ SOAP),
- System Testing / Test Cases Design,
- Versioning Control with Git and Git Hub,
- Application Programming Interface (APIs) Development with Node Js, XML, JSON and PHP,
- Hardware Preventive Maintenance and Computer/Printer Troubleshooting Skills,
- Database Management Information Systems particularly MySQL and Ms SQL Server,
- Knowledge of both Windows and Linux OS,
- ICT Management in General.
