STANDARD MINIMUM QUALIFICATIONS

  • Education:
    Advanced University degree in Political Science, Public Administration,
    International Development, Development Economics or other relevant
    field, or First University degree with additional years of related work
    experience and/or training/courses.

ORGANIZATIONAL CONTEXT

The Senior Partnerships Officer will report to the Country Director and Representative.

JOB PURPOSE

Guided
by the Corporate Partnership Strategy, define the strategy and
associated work plan to identify, build and maintain strategic
relationships and collaboration with external, private and government
partners, and promote the profile of WFP. Represent WFP externally to
safeguard and promote WFP interests. Provide authoritative and
innovative advice to senior staff to overcome complex problems and
establish new partnerships.

KEY ACCOUNTABILITIES (not all-inclusive)

Under
the direct supervision of the Country Director and Representative, the
Senior Partnerships Officer will perform the following duties:

Strategic Advice and Analysis

  • Provide
    strategic direction and high-quality advisory services to the Country
    Director and Representative and Country Office Management on WFP’s
    engagement with the Government of Tanzania, International Financial
    Institutions (IFIS), and other key development partners on development
    issues.
  • Proactively scan the country development landscape and
    support exploration of viable opportunities and new approaches for
    WFP’s strategic engagement with the Government of Tanzania and IFIs,
    particularly in the areas of rural transformation, sustainable
    infrastructure and human capital development.
  • Closely follow
    relevant external developments and processes involving the Government
    and IFIs (e.g. national budgetary processes, approval of key strategic
    documents, and loan negotiations) and support the development of the
    World Food Programme (WFP)’s position/engagement/support on those.
  • Analyze
    the national development, budgeting and spending priorities to
    determine how WFP could support the Government with furthering its
    priorities and closing the funding gap, including debt swops.


Knowledge Management and Coordination

  • Represent WFP to relevant meetings in Dodoma.
  • Coordinate government and IFIs engagement by liaising with the Regional Bureau and the Strategic Partnerships Division.

Sociopolitical Contextual Understanding Demonstrates deep understanding of the multilateral/interagency
environment and the dynamics in which WFP operates which influences
approach to working, policy development and decision making.
NGO, UN and Other Partner Collaboration Guides interpretation of WFP’s partnering approach. Contributes
to the determination of engagement strategies that inform WFP’s
relationships with specific partners. Analyses and identifies new
synergies with existing partners and explores new partnership
opportunities.

OTHER SPECIFIC JOB REQUIREMENTS

  • Demonstrable experience with government, public sector economic planning and budgetary processes.
  • Demonstrable
    experience with international development issues and significant
    experience in developing relationships and managing strategic
    partnerships with governments and development partners.
  • Proven
    record of accomplishment in new partnership building, brokering
    relationships with partners, and engagement at a senior level.
  • Experience
    in project design processes and coordination with internal and external
    stakeholders, including governments and IFIs is desired.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Standard desired minimum academic qualifications:
  • Experience:
    eight years or more of postgraduate professional experience in a
    relevant field of work, with a background and interest in international
    humanitarian development.
