Frankfurt Zoological Society (FZS)
works in Tanzania to support its government partners to conserve
wildlife and ecosystems focusing on protected areas and outstanding wild
places. We work with and for people to secure biodiversity in key
ecosystems worldwide as the basis for all life and the livelihoods of
present and future generations. FZS maintains long-term conservation
programmes in Africa, South America, Asia and Europe. The Africa
Programme is the Society’s largest and oldest and works with partners in
five focal countries: Tanzania, Democratic Republic of Congo, Ethiopia,
Zambia and Zimbabwe. In Tanzania, FZS works to deliver conservation
in the Serengeti, the Selous and the Mahale ecosystems in partnership
with the Government of the United Republic of Tanzania through the
Ministry of Natural Resources and Tourism.
Background:
Tanzania
National Parks (TANAPA) has recently been awarded a grant of some Euros
9.3 million to secure emergency operations and recovery for Serengeti
National Park following the ongoing downturn in tourism as a result of
the global pandemic. FZS is the project executing agency for this
BMZ/KFW funding, and will be delivering this funding in conjunction with
TANAPA.

Operations Manager
FZS Nyerere – Selous Conservation Project (NNP)
(2 year post)
Purpose of the job
To
support efficient and effective implementation of project activities
supporting the protection and management of Nyerere National park
through the above mentioned BMZ/KFW grant.
Location
Based
at Matambwe Sector HQ, Nyerere National park Tanzania. With regular
travel across to the Selous Game Reserve and occasional travel to
Dar-es-Salaam, Dodoma and the FZS Country Office as needed.
Operational Structure
Reports to the FZS Programme Manager – Nyerere – Selous
Interacts daily with with the FZS staff based in the Nyerere National Park and in the Selous Game Reserve.
Supports key TANAPA and TAWA staff based in the Nyerere National Park and in the Selous Game Reserve.
Expected Core Outputs
- Support the effective and efficient implementation of all field based BMZ project activities;
- Supervise and oversee management of FZS Matambwe camp and any additional camps as they are established;
- Conduct
and plan meetings with staff on a weekly basis to ensure field
activities are coordinated and joined up for effective over-all
delivery, and that movement of personnel, vehicles are coordinated to
most effectively and efficiently deliver the organizations objectives; - Collaborate closely with TAWA/TANAPA to implement cohesive, unified and efficient law enforcement operations;
- Ensure
financial administration procedures and controls of project resources
are implemented – including but not limited to workshop spare parts,
project equipment, vehicle usage, aircraft movement. Ensure
documentation is properly recorded; - Support logistical arrangements for project activities;
- Work closely with partners and other stakeholders in the Nyerere National park in the implementation of FZS activities;
- Work closely with Project Leader to ensuring that there is value for money for every activity done; and
- Build the capacity of, frontline staff and key partners in conservation protection in the delivery of all project activities.
Reporting
- Coordinate
with FZS project staff to provide complete activity reports covering
their work, and compile these for monthly submission to the FZS
Programme Manager. - Assist the FZS Programme Manager in the
preparation of monthly, quarterly and annual reports by obtaining
activity reports from FZS field staff and compiling these, for onward
submission to the Tanzania Country Director.
Partner Relations and Networking
- Strengthen
linkages, networking, participation, cooperation and learning between
FZS – TANAPA and a wide range of stakeholders including government,
TAWA, partner conservation NGO organizations, government leaders and
other key partners - Coordinate and communicate with the managers and wardens in charge of the respective sectors/areas and other units as required
- Close
communication with the FZS Programme Manager Nyerere – Selous regarding
any ongoing government or partner projects in the NNP.
Project Management
- Facilitate
team building and motivate and maintain strong working relationships
with all FZS staff and staff of partner organizations; - Implement team communication strategies with partners including the government, NGOs and others;
- Ensure FZS policies and regulations are implemented by project staff;
- Proper,
efficient and transparent use of project funds ensured and expenditure
within agreed FZS and donor budgets and according to FZS Financial
Policies and Procedures; - Support the preparation of project reports submitted as per FZS, BMZ/KFW donor and TANAPA/Nyerere – SGR/TAWA requirements; and
- Provide
necessary support to project staff and reinforce the core FZS values to
enable staff to wholly understand FZS operations and culture.

5. Requirements:
Qualifications and Experience required
- Graduate Degree in Natural Resources, M.Sc. preferable;
- Excellent communication skills in both written and oral English;
- Experience of planning and implementing law enforcement and monitoring in large protected areas in Tanzania;
- Knowledge of both consumptive and non-consumptive wildlife utilization with a non-biased opinion;
- Good computer skills, including use of Office programs such as Outlook, Word and Excel;
- Must
have a proven safe driving record, provide documentation of past
traffic violations upon request, and maintain a valid driver’s license;
and - Ability and willingness to work and live in a very remote area under basic conditions.

Serengeti Ecosystem Green Recovery Challenge Funds Coordinator
1. Name of the position
Serengeti Ecosystem – Green Recovery Challenge Funds Coordinator (CFC)
(18 months post)
2. Position in the organisation
- The
CFC reports to the FZS Serengeti Ecosystem Advisor and from there into
the Grants Manager, Tanzania Programme, Tanzania Country Office - The
CFC will liaise with Tanzania National Parks (senior staff in the
Serengeti National Park and in TANAPA HO), with FZS SEMA project senior
staff and Tanzania Country Director and FZS BMZ Programme Coordinator
within the FZS Tanzania Country Office to advise and support TANAPA to
deliver three Serengeti National Park challenge funds as follows: - Local community supply chain (E 30 k).
- Environmentally safe waste disposal (E 150 k)
- Better environmental management systems (E 300 k)
- These
challenge funds are being established to ensure local communities are
better engaged in the economy of the Serengeti and to enable partners to
support TANAPA to ensure that the environment of the Park is maintained
at its current high quality in keeping with the World Heritage values
of this ecosystem.
3. Purpose of the job
- To
support TANAPA to establish and run three Serengeti National Park
challenge funds (as above) such that the funds available are used to
catalyse sustained and ongoing improvements in the engagement of the
local community in the economy of the Serengeti, that waste is disposed
of in an environmentally sustainable way, and that the tourism sector
adopts better environmental management systems. - To document the
outcomes and lessons learned from each grant awarded and the overall
impact of the challenge funds against their objective - To manage an FZS operational budget as needed in pursuit of the above
4. Main Outputs:
- Establish and run Serengeti Green Recovery Challenge Funds
- In
consultation with TANAPA and FZS, establish the rules and guidelines
for applicants to bid into the three challenge funds. Communicate these
effectively to as wide a pool of candidates as possible - Establish
a grants decision-making panel (grants panel) involving TANAPA-FZS and
other specialists as needed, to receive applications into the challenge
funds, and decide on the allocation of awards. - Prepare and write
reports on grant applications received for the decision-making panel,
with detailed analysis and recommendations to support effective and
informed decision making - Act as secretary to ensure the grants panel operates effectively. Record the deliberations of the grants panel.
- Work with FZS finance and grants teams to ensure the effective disbursement of grants
- Manage
and monitor allocated grants and ensure effective evaluation of the
outcomes of the grants awarded. Ensure continuous learning and sharing
of lessons with others internally and externally as appropriate. - Monitor
the allocated budget for the challenge funds and work with the FZS
finance and grants teams to support financial reporting and analysis to
enable effective decision making. - Under the direction of the FZS
SEA provide advice and guidance to grantees and applicants, convene
round table discussions and learning events as appropriate, to ensure
wider uptake of the objectives of the three challenge funds.

5. Job requirements
Qualifications, experience etc. – required:
- First degree and/or Masters degree in a natural environmental or social science
- 3-10 years’ experience in grants management, environmental project management
- Experience in supporting operation of board, department or organisation decision making committees
- Experience in reporting on and/or managing donor funded projects
- Experience
in delivering the procurement of services as above (e.g. drafting of
project proposals, guidelines, specifications), preparing financial
reporting, developing work-plans and reports - Experience in
working across organisational responsibilities forming good working

Technical advisor – Donor Funding
Serengeti Conservation Project
(2 year post)
Purpose of the job:
To
provide high quality technical assistance, practical and administrative
support to the FZS Serengeti Conservation Project (SCP) to deliver the
BMZ/KFW grant under supervision of the FZS SCP programme manager and
FZS BMZ project coordinator based in the FZS Tanzania Country Office.
The technical advisor – donor funding (TA) will ensure the project is
operating within the required project strategy and operational plans,
budget and donor standards, and ensure successful delivery of the
project through management of these processes. The TA will be
responsible for monitoring and evaluation of all project activities and
will provide high quality training and technical assistance to TANAPA
and project partners, for the project’s delivery.
Operational Structure

establish as needed, and supervise operation recording and delivery
systems with partners, including systems for recording ranger allowances
payments - Supervise and oversee delivery of equipment to the Park and support FZS and TANAPA park based staff with its deployment
