Job Summary:
You
will support the design, implementation and management of programming
in the Tanzania Country Program (CP) through learning and evidence-based
approaches for the local program portfolio including strategic
investments in Health (including COVID-19 prevention and response),
Ag/Nutrition, Youth and Early Child Development projects. Your
management skills and knowledge will ensure that the CP delivers
high-quality programming and continuously works towards improving the
impact of its programming. In addition, you will contribute to the
production of high- quality applications for funding in those strategic
areas in support of CRS’ engagement with institutional donors and
initiatives involved in international development to serve the poor and
vulnerable. Your knowledge and skills will allow you to contribute to
improving aspects of the BD cycle for the country program by supporting
the program’s learning agenda and ensuring critical analysis and
documentation for dissemination.
Roles and Key Responsibilities Strategic Learning & Program Management:
- Support
the management and implementation of activities in key strategic
initiatives including but not limited to COVID-19 prevention &
response throughout relevant project cycles – project design, start-up,
implementation and close-out – to ensure efficient and effective
implementation in line with CRS program quality principles and
standards, donor requirements, and good practices. Ensure project team
and partner staff use the appropriate systems and tools. - Champion
learning with project staff and partner teams. Analyze and evaluate
project performance data following MEAL policy. Work closely with the
MEAL team to Proactively identify issues and concerns and use
participatory processes to overcome implementation obstacles. - Create
and maintain proper conditions for learning. Help establish a safe
environment for the sharing of ideas, solutions, and difficulties and
the capacity to detect, analyze and respond quickly to small
deficiencies. Promote accountability, learning and knowledge management
as part of the implementation of the MEAL policy. - Coordinate
the identification of staff capacity and technical assistance needs of
partner organizations and capacity strengthening and required
interventions to support quality project implementation.
Roles and Key Responsibilities in BD:
- Act
as a key resource person in project design and proposal development in
for key strategic programming areas including but not limited to Public
Health (including Covid-19 prevention and response) and Nutrition,
gap-filling and taking on growth responsibilities, as needed. - Contribute
to non-technical writing on proposals and proposal review panels.
Integrate inputs from staff and partners into a responsive, coherent
proposal. - Research new opportunities and CRS’ competitive position in key strategic areas.
- With
the business development team and others, refine or create appropriate
staff development materials (training, distance learning, self-study) to
support building of capacity in resource acquisition, such as
assessment and proposal development skills, basic elements of donor
compliance, intelligence-gathering, etc.

Travel – Must be willing and able to travel up to 25 %.

Preferred Qualifications
- Project management experience in Public Health/Ag/Nutrition is highly desirable.
- Experience engaging with partner organizations.
- Experience contributing to the development of technical proposals.
- MEAL skills and experience preferred.
- Experience
using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web
Conferencing Applications, information management systems. - Very strong writer with expert command of English grammar and AP style.
- Demonstrated experience with competitive proposals in programming contexts similar to CRS.
- Familiarity
with USG funding mechanisms and proposal requirements. Specific
experience with food aid programming and with non-USG public donors
highly desirable. - Knowledge of CRS programs, justice agenda and Catholic Social Teaching principles a plus.
- Experience
using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web
Conferencing Applications, information management systems. - Experience in Tanzania, a plus

Key Working Relationships:
Internal: Country Manager, Head of Programming, Senior Program Managers in key sectors, MEAL Managers/Coordinator
External: Partner Organizations (including but not limited to faith-based partners); Local donor representatives
Qualifications
Basic Qualifications
- Master’s
Degree in International Development, International Relations or in the
field of Public Health, Agriculture or Gender Studies required.
Additional experience may substitute for some education. - Minimum
of 2 years of relevant field-based experience in coordinating or
managing light to moderately complex projects required, preferably with
an international NGO. Experience in Tanzania, a plus.
