About the Opportunity:
The proposed Tanzania Marine
Conservation Activity, recently retitled Heshimu Bahari, will
incorporate a series of interventions that support and strengthen
capacity for biodiversity conservation in a manner that i) reduces the
use of illegal and unsustainable fishing; ii) improves the governance
and management of coastal land and seascapes; and iii) improves policy
development and capacity to implement policies. These interventions
together will reduce threats to marine and coastal biodiversity in
Tanzania while moving Tanzanian institutions further on their journey to
self-reliance.
The Chief of Party (COP) will oversee all
strategic, technical and operational aspects for the anticipated
activity, which will seek to support and strengthen capacity for marine
biodiversity conservation through public sector and civil society
capacity building, private sector engagement, and improvement to the
overall enabling environment for Marine Protected Areas and Fisheries
Management. This is expected to be a five-year activity based in
Tanzania.
The COP will be responsible for overall leadership,
management, and technical direction of the project. As the project’s
leader, the COP will be the principal project planner, designer, and
implementer, and will act as the main point of contact between USAID,
ECODIT and partner organizations, ensuring timely communication and
collaboration and overseeing the submission of high-quality deliverables
that respond to USAID’s priorities and expectations.

Specifically, the COP will:
- Assume
overall technical, financial, and administrative leadership of the
Activity, ensuring that all tasks are implemented effectively and that
all deliverables are submitted on time, within budget, and in compliance
with applicable United States Government (USG) regulations and ECODIT
policies; - Identify and execute strategies to build strong,
viable relationships with key stakeholders, including USAID, Tanzanian
ministries and government officials; the private sector; civil society;
and other important actors in the marine and fisheries sector; - Provide
technical and advisory services to address barriers and challenges to
marine conservation in Tanzania, including in such areas as legal and
regulatory reform, financial and operational performance of the
fisheries and MPAs, and the development of a more robust coastal
eco-tourism sector. - Engage and coordinate activities with other
USAID programs in Tanzania, participate in existing donor coordination
platforms for marine and terrestrial biodiversity conservation
interventions in the country; - Liaise regularly with USAID to
ensure the timely production and submission of high-quality
deliverables, including regular project reports ; - Work with the
ECODIT Home Office to coordinate technical and editorial review of
project deliverables prior to submission to USAID; - Oversee project start-up, in-country legal registration, and office set-up for the Activity;
- Supervise technical and administrative personnel; and
- Perform other tasks and duties as necessary for the success of the project.

Minimum Qualifications
- Master’s Degree in Biodiversity, Conservation, Public Policy, International Development or another related field.
- A
minimum of ten (10) years of experience leading and managing
international development programs in resource management and
conservation. - Experience with Marine Protected Areas (MPAs)
management, coastal resource resilience, sustainable fisheries
management and/or enforcement, local community development and
livelihood diversification, local governance capacity building, and
behavior change promotion - Strong understanding of MPA and Fisheries sector policy and market operations in Tanzania;
- Strong understanding of ecotourism and conservation enterprise development
- Prior experience living and working in Tanzania or East Africa preferred;
- Proven experience in assembling and/or managing diverse teams to effectively execute tasks;
- Highly developed interpersonal skills, analytical and problem-solving skills;
- Exceptional oral and written communication skills in English; and
- Fluency or professional level knowledge of Swahili preferred.
