Background
United
Nations Entity for Gender Equality and the Empowerment of Women (UN
Women), grounded in the vision of equality enshrined in the Charter of
the United Nations, works for the elimination of discrimination against
women and girls, the empowerment of women and the achievement of
equality between women and men as partners and beneficiaries of
development, human rights, humanitarian action and peace and security.
Placing women’s rights at the center of all its efforts, the UN Women
leads and coordinates United Nations system efforts to ensure that
commitments on gender equality are translated into action throughout the
world. It provides strong and coherent leadership in support of Member
States’ priorities and efforts while building effective partnerships
with civil society and other relevant actors.

The Government of
Tanzania (GoT) is in the process of preparing its third Medium Term Plan
(2021/22 – 2026/27). Since 2016, Mainland Tanzania has been
implementing the National Five-Year Development Plan 2016/17– 2020/21
(FYDP II) under the theme: “Nurturing Industrialization for Economic
Transformation and Human Development”. The theme of FYDP II incorporated
the focus of the two frameworks, namely growth and transformation (FYDP
I) and poverty reduction (MKUKUTA II). Key interventions of FYDP II
were strategically set to ensure the desired outcomes. These include:
(i) promotion of growth and industrialization for economic
transformation; (ii) enhancement of human development; (iii) improvement
of the enabling environment for enterprise development; and (iv)
improving implementation effectiveness. Gender equality is embedded in
FYDP II and an important means and outcome of “unleashing Tanzanian
women, men, girls’ and boys’ potentials to contribute to the envisaged
social-economic transformation”,

The first two Medium Term
National Frameworks are aligned with Tanzania’s Development Vision (TDV)
2025 which aspires to have Tanzania transformed into a middle income
and semi industrialized nation by 2025, characterized by: (i) high
quality and sustainable livelihoods; (ii) peace, stability and unity;
(iii) good governance and the rule of law. Vision 2025 articulates the
desire to eliminate all forms of discrimination including gender-based
discrimination as it states that:

“Ideally, a nation’s
development should be people- centered, based on sustainable and shared
growth and be free from abject poverty. For Tanzania this development
means that the creation of wealth and its distribution in society must
be equitable and free from inequalities , and all forms social and
political relation which inhibit empowerment and effective democratic
and popular participation of all social groups (men and women, boys and
girl , the young and old and the able – bodied and disabled persons) in
society. In particular, by the year 2025 racial, and gender imbalances
will have been addressed such that economic activities will not be
identifiable by gender or race. All social relations and processes which
manifest and breed inequality in all aspects of society- i.e. law,
politics, employment, education and culture) will have been reformed.”

Given this background, UN Women as part
of mandate to support Member States’ priorities and efforts on GEWE is
partnering with UNDP and the Ministry of Finance and Planning (MoFP) to
support the development of FYPD III. In this regard, UN Women wishes to
hire two national consultants to support mainstreaming gender in the
FYPD III process, make key recommendations, and provide technical advice
to the government throughout the FYDP III development process.

Duties and Responsibilities

  • Under
    the overall guidance of the Lead National Consultant, the Research
    Assistant will be responsible for the following key functions.
  • Contribute substantial inputs to the development of the inception plan/ report and methodology.
  • Conduct
    a literature review of national and sector policies/plans and
    legislations relevant to the assignment and summarize results as
    requested.
  • Collect and analyse data and provide insights into
    review of FYPD II, Situation Analysis on GEWE with recommendations, and
    relevant Policy Briefs on Data, Integrated National Financial Framework
    (INFF) and Monitoring and Evaluation Mechanisms.
  • Conduct interviews with a variety of actors, using participatory methodology developed by the lead consultant.
  • Attend meetings, workshops related to the assignment and act as the principle note-taker/rapporteur.
  • Assist
    in the logistical support and planning of meetings, workshops,
    dialogues and focus group discussions with key stakeholders.
  • Summarize and keep records of interviews, dialogues, focus group discussions and other relevant documents.
  • Assist
    in the authoring of the Gender Review Report, Situation Analysis with
    recommendations and relevant Policy Briefs on Data, National Integrated
    Financial and Monitoring and Evaluation Mechanisms.
  • Manage and respond to correspondence.
  • Perform any other related tasks assigned by the Team Lead.

    electronic/digital data collection, analysis, and reporting.
  • Excellent oral and written communication skills in English and Kiswahili

Required Skills and Experience
Education:

  • Master’s
    degree in Social Sciences, Economics, Sociology, Public Administration,
    Political Science, Statistics, Development Studies, and Gender

Experience:

  • At least five years of experience as a research and gender analytical work in Tanzania.
  • Proven
    experience of conducting gender analysis of macro economic policy and
    planning including qualitative and quantitative statistical / data
    analysis.
  • Good knowledge of development National Economic Development Frameworks.
  • Experience
    in developing project/programme, guidance/toolkit, and/or systems to
    enhance gender mainstreaming in policies, plans , projects,
    implementation mechanisms
  • Knowledge of quantitative or qualitative research methods.
  • Excellent spoken and written English; fluency in Kiswahili is a requirement.
  • Citizen or permanent resident of Tanzania.
