Job Title: Monitoring and Evaluation Learning Officer
Reports to: Chief Executive Officer
Duty Station: Dar es Salaam with travel to the field

Job Purpose Summary

The MEL Officer occupies a key role within the Monitoring, Evaluation and Learning (MEL) Team. The MEL Officer is responsible for ensuring the timely and accurate collation and analysis of programme data, capturing key programme indicators as well as ensuring that programme information management systems function effectively and efficiently. The MEL Officer also compiles qualitative information, such as case studies and undertakes analysis of programme information to enable decision making. The MEL Officer will also provide support to the
Communications and Operations Team. .

Summary of Responsibilities and Duties
 Develop and implement an efficient and effective monitoring and evaluation systems for the programmes
using appropriate computer tools;
 Design data entry screen for projects and provide support to ensure valid data entry for consistency in
programme information generation and reporting;
 Manage programme database and ensue effective periodic update for the retrieval of accurate information for reporting;
 Work with the Chief Executive Officer to ensure validation, accuracy and timelines of data provision
from the head of units
 Identify capacity gaps amongst staff and advise the Chief Executive Officer and head of units for
appropriate capacity building protocols
 To ensure that the data is up to date and accessible to appropriate operations staff members.
 Act as a link between staff and communications for the consolidation of most significant change and
impact stories to the communications department
 Develop field-specific reports and provision of appropriate support as requested by the other
departments.
 Writing Quarterly and Annual Reports.
 Any other duty as assigned from time to time.

Minimum Requirements for the job
 A university degree (BA, BSc) in the economics, statistics, mathematics, development studies or related
field.
 At least three years’ experience working in a similar position.
 Above-average knowledge of the Microsoft Office suite especially Excel
 Experience in Donor Funded Projects and Micro lending will be an added advantage.

Other desirable skills and attributes •
 Good command of English and Kiswahili
 Highly developed interpersonal skills and exceptional integrity
 Good organisational and problem solving skills.
 Good interpersonal and team-functioning skills
 A valid driver’s license may be an added advantage.
 Experience in the development and management of project electronic data base.
