TIB Development Bank Limited is Development Finance Institutions (DFI) wholly owned by the Government of United Republic of Tanzania. The bank has been established and exists under the Companies Act, 2002. The main focus of TIB Development Bank as a premier national DFI is on national projects that aim at the attainment of the Tanzanian Development Vision 2025. The bank’s mandate is to support the Government in achieving rapid economic growth through the development of industries, infrastructure, services sectors, as well as oil and gas sectors. In this regard, activities of TIB have specifically expanded and the bank now invites suitable, qualified and skilled applicants to fill the following available senior positions:-
DIRECTOR, LEGAL SERVICES AND SECRETARY TO THE BOARD
Nature and Scope
The successful candidate will report to the Managing Director. She/he will be responsible for advising the Board of Directors, Managing Director and Management on all legal issues affecting the bank’s operations.
Key Responsibilities
Co-ordinate matters pertaining to the administration of the Board’s affairs, Board appointments, meetings and all related issues as required by law.
Provide expert, written or oral, legal opinion to the Managing Director, various committees,
Board of Directors and the Departments.
Prepare, execute and register all contracts and legal documents.
Act as a solicitor, prepare documents for civil suits/litigation, advice on the retention of lawyers or conduct court cases for the bank.
Check all legal issues pertaining to loan applications before, during and after approval to ensure the bank’s interests are safeguarded.
Co-manage receiverships with the bank’s appointed Receivers/Managers in all receiverships.
Liaise with Companies Registrar and file annual returns accordingly.
Prepare plans and budgets for the Directorate.
Review work performance of staff in the Directorate including their development, deployment, appraisal, training and welfare in line with the bank’s policies and objectives.
Perform any other related duties as may be assigned from time to time by the Supervisor.
Qualifications, Knowledge, Experience Essential
Must possess a Bachelor Degree in Law and any Master’s Degree/Post Graduate qualifications from a recognized University/lnstitution.
Should be registered as an Advocate in accordance with the laws of Tanzania.
Minimum of seven (7) years’ experience, of which five (5) must be in a senior position in related function at a reputable institution.
Should have knowledge in commercial/banking law and practice.
Strong written and oral communication skills with ability to prepare legal documents in a concise and focused style.
Highest degree of integrity, excellent and well developed leadership, people management and organizational skills.
Team player with strong interpersonal skills.
Must be computer literate.
Preferred Competencies
Understanding of banking and financial laws and regulations.
Demonstrated litigation and negotiation skills.
Ability to interpret and integrate laws, regulations and other statutes into banking/ business policies and procedures.
Ability to review materials at short notice and provide advice on legal implications and appropriate measures to take.
Familiarity with the Tanzanian Labour Law, Corporate Law, registration processes and procedures, as well as strong capability of undertaking due diligence.

DIRECTOR, PORTFOLIO MANAGEMENT
Nature and Scope:
The successful candidate will report to the Managing Director. She/he will be responsible for administering the bank’s loan portfolio. She/he will also be responsible for monitoring and supervision and loan recovery activities.
Key Responsibility
Advise management on the bank’s credit management policy and liaise with other departments to ensure compliance with the bank’s policy and relevant procedures.
Administer the bank’s loan portfolio.
Ensure proper supervision and monitoring of projects implementation
Ensure timely submission of periodic reports on production, sales, finance and investment for operating borrower companies.
Ensure regular preparation of portfolio review reports and alert relevant departments on required actions.
Ensure performance of annual/periodic reviews of the lending portfolio
Ensure restructuring and performance of remedial management of non-performing assets and where necessary institute appropriate recovery measures.
Supervise disposal of recommended assets of organizations/companies under receivership/ liquidation and ensure collection of payments on the disposed of assets.
Review work performance of staff in the Directorate including their development, appraisal training and welfare in line with the bank’s objectives
Perform any other related duties as assigned from time to time by the Supervisor.
Qualifications, Knowledge, Experience
Essential
Must possess a Bachelor Degree in Business Administration, Economics, Finance, Accountancy, Banking or related disciplines and any Master’s Degree/Post Graduate from a recognized University/ Institution.

DIRECTOR GENERAL
Nature and Scope
The Director-General shall be the Chief Executive Officer responsible for the day-to-day management of the firm. He/She will be responsible for the provision of a dynamic and strategic leadership, vision and direction of the firm, ensuring appropriate outreach and profitability while providing high-quality services.
Duties and Responsibilities
Oversee effective and efficient implementation of the firm’s short, medium and long-term plans, and enforcement of relevant legislation, rules and regulations pertaining to Capital Markets and related services.
Provide direction and leadership towards the achievement of the firm’s Vision, Mission, and Strategic Strategies, Objectives and Deliverables profitably.
Oversee the designing, promotion, and delivery of quality products and services by the Prudently manage utilization of the firm’s resources within the approved budget, guidelines, policies, laws and regulations.
Ensure that the firm consistently presents strong and positive image to stakeholders and the general
Advise and inform the Board on progress made in implementing operational activities of the firm.
Establish, implement and enforce a robust firm-wide risk management framework and systems
(policies, processes and tools) covering operational risk, market risk and other risks.
Coordinate the activities of all departments and operating units of the firm so as to maintain satisfactory progress towards approved objectives. Establish standards for evaluating the progress of the firm and each of its components towards its approved objectives.
Understand, support and complement TIB Development’s role in Tanzania‘s financial system.
Carry out other related duties as may be assigned by the Board from time to time.
Functional and Technical Competencies

Holder of a Masters Degree or Postgraduate qualifications in Economics, Finance, Business Administration, Accounting or related disciplines from recognized university or institution.
Minimum of ten (10) years work experience; five (5) years of which must be in senior management position or manager level at a reputable financial institution.
Knowledgeable with equities, fixed income, and advisory business in the financial sector business with a proven success
Customer oriented, team player with strong interpersonal and people management skill
Must be computer literate.
