The Ariel Glaser Pediatric AIDS Healthcare Initiative (AGPAHI), an affiliate of Elizabeth
Glaser Pediatric AIDS Organization (EGPAF) is Tanzanian led and managed national
organization focusing largely on HIV and AIDS and other related health programs. AGPAHI
implements all its programs in collaboration with Tanzania Government Entities through the
Ministry of Health, Community Development, Gender, Elderly and Children (MoHCDGEC) and
President’s Office – Regional Administration and Local Government (PO RALG) and other
stakeholders. AGPAHI supports the provision of high-quality HIV and other health services and
ensures that efforts are well-integrated into existing regional and district health systems.
AGPAHI is implementing various projects that are highly demanding and thus the organization
is looking for a motivated, result driven, qualified and competent staff to fill the position of a
Senior Human Resources and Administration Officer to be based at the Head Office Dar es
salaam. The Senior HR and Admin Officer will report to the Human Resources and
Administration Manager.
Position Overview:
The Senior Human Resources & Administration Officer is a self-motivated individual who will
provide oversight to personnel matters and oversee essential administrative activities. Under the
direct supervision of the HR and Admin Manager, the Senior Human Resources and
Administration Officer coordinates and oversees day to day Administration activities of the
organization, overall management of organization assets and equipment, fleet management, and
property and facilities, utilities and travel at the Head office and field offices.
Principal Functions:
Responsible for the administrative services for the entire organization
Develop and maintain database for all suppliers of administration department
Ensure that lease agreements are up to date for all Offices and properly kept in a
data base.
Responsible for Management of stationary and utilities expenditures at the head
office and field offices.
Ensure that all utility bills are paid timely including monthly updates and
payments of staff air time.
Ensure proper management of the security company that provides services at
AGPAHI Offices.
Prepare maintenance schedule and ensure its implementation
Assist on planning and controlling the daily movement of Vehicles using
AGPAHI available tools
Ensuring that all Vehicles are running within stipulated Government Regulations
such as, Insurance Cover etc.
Ensure offices, Furnitures, Vehicles and other property and asset acquisition to
meet the needs and requirements and also disposal of all not needed and
deteriorated assets or properties.
Manage Head office and field office inventory by maintaining updated
information in collaboration with Field Operations Coordinator for Regional
offices and propose disposal where necessary.
Ensure high standards of cleanliness and maintenance of office surrounding
environment
Advice the HR and Admin Manager on any HR and Admin policies and
procedures issues.
To manage all leave requests for Dar Staff as per Tanzanian Labor Laws
Training, learning and development for staff is identified and organized for staff
in line with budgets available for the training and development.
Keep abreast of new policies and procedures in Human Resources that apply to
Tanzania
Ensure that appropriate supervisors are advised of any changes to procedures and
policies.
Propose ways and means to maintain and retain qualified and competent staff
Ensure that safety needs are met in the Head office and risk management taken
into account
Supervises the activities of Logistics Officers and Administrative Staff
Carry out any other responsibilities as assigned by HR and Admin Manager
Education, Skills & Abilities
Bachelor degree in Administration, HR or Logistics
4 years’ experience in administration duties
Excellent interpersonal and communication skills
Experience of managing a team
Ability to work efficiently and quickly in a fast paced environment
Previous work experience in working with NGOs would be preferred
Highest ethical and integrity
Computer literacy, with comfortable working experience with the basic Microsoft
packages (Word and Excel )
