Introduction and Background
Oxfam is a global development organization that mobilizes the power of people to fight against poverty. Oxfam in Tanzania (OiTZ) in collaboration with HakiRasilimali is implementing a project “Accountability Through Active Citizenship in Petroleum Governance in Tanzania”. Regarding Oxfam partnership principle, it is the responsibility of Oxfam to ensure that partners have adequate capacity to implement programmes in ensuring that there is sustainability.Oxfam is planning to engage consultant for provision of mentioned systems support to HakiRasilimali.
Objective of the Consultancy
To procurement and installation of an accounting software for HAKI RASILIMALI preferably quick-book
To training and support on the use of the accounting software for HAKI RASILIMALI
To development of organization polies and manuals i.e Financial manual and accounting books, Human Resource manual and Administration manual, Procurement and safeguard policies
Scope of Work
The consultant will be expected to carry out an analysis to review HAKI RASILIMALI’s financial and administration needs and;
Identify and set up a financial management system for HAKI RASILIMALI i.e. Accounting software, books of accounts (Bookkeeping), internal financial controls
Identify and install a payroll system for HAKI RASILIMALI
Identify and set up HAKI RASILIMALI’s administration system
Train and induct HAKI RASILIMALI management on the installed system
Produce the finance and administration policy manual for HAKI RASILIMALI
monitoring/supervising HakiRasilimali staffs for four months to make sure that the system works smoothly to them before final handover.
Skills & Competency Required
The consultant will have the following qualifications:
Demonstrated experience in the design and implementation of financial systems
Demonstrated experience in developing, Human resources, finance processes and procedures and documenting these in suitable Manuals
Knowledge and understanding of government public financial management including familiarity with budgeting, accounting, reporting in INGO’s
Knowledge of international public sector accounting standards and reporting standards
Excellent communication skills and ability to write in English and Swahili
