Description
SNV Tanzania is looking for the following personnel for a new programme in Urban Sanitation and Hygiene:

Urban Sanitation & Hygiene Engineer,
Based in Mwanza

SNV is a not-for-profit international development organization founded in the Netherlands nearly 50 years ago. SNV has built a long-term, local presence in 38 of the poorest countries in Asia, Africa and Latin America. SNV works with local based development partners, other civil society organizations, government institutions and businesses to develop the capacities of local communities. Through its works, SNV links local communities to basic service providers to increase their income and to empower local communities to fight against poverty and take ownership of their own development.

SNV is starting up a new Urban Sanitation and Hygiene programme that will pilot approaches in towns and cities in Shinyanga and Arusha regions. The programme will start with an initial 9 month inception and build out to a five year programme. To support the work on this programme, we are looking for an Urban Sanitation & Hygiene Engineer.

Programme Summary
Part of SNV’s programme focusses on urban sanitation, responding to the accelerated unplanned growth of cities and towns, and the limited attention to human waste management.

The programme called Urban Sanitation and Hygiene for Health and Development has been developed for medium towns and cities, with predominantly on-site facilities. Urban sanitation and hygiene for health and development is a multi-country programme that works with municipal governments to develop inclusive, safe and sustainable city-wide sanitation services. The programme comprises of five components viz: (i) WASH governance, (ii) Investment and finance, (iii) Behavioural change communication, (iv) Safe and affordable services and (v) Treatment, disposal and reuse. We engage private sector, civil society organizations, users and local authorities to improve public health and development opportunities in their city.

Overview of the Position:
The purpose of the position is to ensure the timely and appropriate design, implementation and monitoring of the activities across the five components of the USHHDP but mainly in the Safe and Affordable Services and the Treatment, Disposal and Reuse components.

Specific scope of work within the project is the following:
• Advocate for city wide sanitation and hygiene with city authorities in close alignment with national Government stakeholders, policies and programmes
• Ensure continuous communication, engagement and involvement of relevant city authorities on the activities of the USHHD project
• Deliver the Safe and affordable services component activities
• Deliver the Treatment, disposal and reuse component activities,
• Provide support in delivery of activities in the governance, behaviour change and finance and investment components as required
• Provide support in data collection and research for the Governance component (legal scans, stakeholder analysis, WASH status, existing Government plans and funding streams and current service provision)
• Provide support in preparation and facilitation of meetings/trainings with Government stakeholders

The Urban Sanitation Engineer’s key responsibilities are the following:
• Lead the implementation of Treatment, Disposal and Reuse and Safe and Affordable Services component activities, ensuring their adequate planning, budgeting and timely delivery in coordination with all the relevant stakeholders
• Contribute for final design of the Treatment, Disposal and Reuse component activities, ensuring its relevance and suitability both for the project’s objectives and the local priorities, conditions and constraints
• Contribute for final design of the Safe and Affordable Services component activities, ensuring its relevance and suitability both for the project’s objectives and the local priorities, conditions and constraints
• Provide high quality, evidence based advisory services on Treatment, disposal and reuse
• Provide high quality, evidence based advisory services on Safe and affordable services for relevant city authorities
• Support exchanges with city authorities and support a good communication flow between the Local and National Government, and the USHHD project team
• Monitor the results of the Safe and affordable services and Treatment, disposal and reuse components activities and provide critical input to adjust/improve the outcomes whenever relevant
• Actively contribute to the USHHD project’s evaluation and learning component
• Ensure the USHHD’s project visibility and profiling in line with SNV’s and partners branding guidelines
• Comply with SNV’s administrative and financial procedures for project planning, implementation, monitoring and evaluation
• Comply with SNV’s Code of Conduct

Candidate profile
• Advanced degree in Civil / Environmental Engineering, public/environmental health or any in a related field;
• At least 5 years of experience working in the sanitation sector on design of sanitation systems (sewerage and drainage system, water treatment plants etc.). Knowledge on Fecal Sludge Management is a plus.
• Demonstrated knowledge of the Tanzanian urban sanitation sector, particularly of relevant government stakeholders at local and national levels, existing policies, regulations and programmes,
• Experience in timely managing, delivering and monitoring urban sanitation related activities, including supervising research, facilitating meetings and preparing/delivering trainings and workshops
• Experience in contributing and/or using research results to design development interventions and to influence policy/decision making is a plus
• Knowledge and skills in project planning, implementation, monitoring and evaluation;
• Experience working government agencies at national, provincial, and local levels;
• Advanced communication and negotiation skills with different types of stakeholders
• Ability to work independently and with the team
• Good organizing skills and interpersonal skills
• Initiative and creative in solving problems
• Good command of local languages with a good command of spoken and written English
• Good computer skills (Ms. Word, Ms. Excel, Ms. Power Point, Internet and Outlook)
