VACANCY ANNOUNCEMENT

On behalf of the TANZANIA COMMUNICATIONS REGULATORY AUTHORITY
(TCRA), President’s Office, Public Service Recruitment Secretariat invites qualified
Tanzanians to fill 5 vacant posts as mentioned below;

1.0 TANZANIA COMMUNICATIONS REGULATORY AUTHORITY
The Tanzania Communications Regulatory Authority (TCRA) is a quasi-independent
Government body responsible for regulating the Communications and Broadcasting
sectors in Tanzania. It was established under the Tanzania Communications Regulatory
Act No.12 of 2003 to regulate the electronic communications, and Postal services, and
management of the national frequency spectrum in the United Republic of Tanzania.
The Authority became operational on 1st November 2003 and effectively took over the
functions of the now defunct Tanzania Communications Commission (TCC) and
Tanzania Broadcasting Commission (TBC) respectively.

2.0 LEGAL OFFICERS (5 POSTS)

2.1 DUTIES AND RESPONSIBILITIES
i. Initiate and pursue legal proceedings as required by the Authority such as to
prepare writes defences, submissions and other pleadings in cases both “for and
against” the Authority;
ii. Assist the Authority and external Counsel in the discharge of their obligations on
matters and issues arising from all matters including matters of cyber security
and misuse of electronic and postal communications services;
iii. Advise on matters and issues arising from all matters including matters of cyber
security and misuse of electronic and postal communications services;
iv. Research and prepare legal opinions on all matters including matters of cyber
security and related;

v. Prepare necessary pleadings and other legal submissions in relation to suspects
of all matters including matters of cybercrimes;
vi. Assist in the formulation, and implementation of guidelines, directives and
regulations related to all matters including matters of cyber security;
vii. Provide sound legal advice to the Authority on all matters including matters on
cyber security and make recommendations as necessary;
viii. Prepare, file and plead cases in Court in pursuit of matters and issues arising
from all matters including those of cyber security and misuse of communications
services;
ix. Advise on civil matters that should be directed to external counsel;
x. Perform any other related duties as may be assigned from time to time.

2.2 QUALIFICATION AND EXPERIENCE
Bachelor degree in Laws (LLB), Enrolled as an Advocate of the High Court and
proven to have active practice in Law. Postgraduate in Cyber Laws, Information
Communications Laws, and Telecom Laws will be an added advantage. A
candidate must have a minimum of THREE (3) years post qualification
experience in a well-established organization.

2.3 SPECIAL SPECIFICATIONS:

A: Skills/Abilities:
 Skills of practice knowledge and interpretation of the Laws of Tanzania;
 Knowledge of the Electronic and Postal Communications Regulations;
 Excellent analytical skills;
 Excellent command of English and Kiswahili languages;
 Advanced knowledge of micro-computer applications (Microsoft word, excel,
PowerPoint etc.) and the internet;
 Demonstrated ability to work both independently and collaboratively as a
team player;
 Ability to plan, organize, prioritize and manage complex and delicate tasks;
 Results and performance-driven with commitment to realization of the
Authority’s Strategic objectives;
 Proactive, attention to detail, ability to work under pressure.

B: Desirable
 Practicing Advocate with a proven experience in handling and winning court
cases;
 A person with good communication skills, orally articulate, good written
communication skills, good public speaker, good writer, good analyser and
good listener.
 Ability to draw reasonable, logical conclusions or assumptions from limited
information;
 Ability to carry out Research quickly and effectively;
 Personable, persuasive and able to lead others; and
 Display a great deal of creativity in problem solving.

3.0 SENIOR MOTOR VEHICLE DRIVERS II (5 POSTS)

3.1 DUTIES AND RESPONSIBILITIES
i. Drives Authority’s Vehicles;
ii. Ensures the vehicle assigned to him/her is maintained, serviced regularly
and kept clean;
iii. Inspects the vehicles and rectify minor defects and report major ones for
further action;
iv. Maintains a logbook and record all movements as instructed;
v. Plans for the efficient and effective transportation officers, documents
and related information from one point to another for the purpose of
conforming to customer requirements;
vi. Observes all traffic regulations;
vii. Takes appropriate measures to secure and safeguard the vehicles;
viii. Undertakes as many routine checks on the vehicle as applicable;
ix. Supervises repair and maintenance of Authority’s vehicles and take them
for service when due, monitor fuel consumption;
x. Keeps Vehicles statistics on fuel consumption, repair costs, wear and tear
and related;
xi. Locates Vehicles to users as per the needs;
xii. Supervises Junior Drivers;
xiii. Performs any other related duties to the functions above as may be; and
assigned from time to time.

3.2 QUALIFICATION AND EXPERIENCE
i. Holder of Certificate of Secondary Education with passes in English;
ii. Class “C” Clean Driving License and Trade Test at least Grade III;
iii. A minimum of five years post qualification experience; and
iv. VIP Drivers Certificate will be an added advantage.

3.3 SPECIAL SPECIFICATIONS:

A: Skills/Abilities:
i. Good command of English and Kiswahili languages;
ii. Knowledge of computer applications (Microsoft word, excel, PowerPoint
etc.) and the internet;
iii. Good Interpersonal Skills;
iv. Demonstrated ability to work both independently and collaboratively as a
team player;
v. Ability to drive long hours within the United Republic of Tanzania;
vi. Proactive, attention to detail, ability to work under pressure.

B: Desirable
i. Can read and speak the English language well enough to do the job
(including being able to read traffic signs, complete forms, and converse
with enforcement officers);
ii. Can safely operate the motor vehicle he/she will be driving;
iii. Is physically qualified to operate the vehicle;
iv. Has a currently valid motor vehicle license;
v. Display a great deal of creativity in problem solving;
vi. Has a Knowledge of geographical area in the United Republic of Tanzania;
and
vii. Is aware of Health and Safety requirements.

Commission for Universities (TCU);
